CM 2016-077 <br /> CI* 0'Ua,zC J Phi <br /> h <br /> Chino Hills <br /> MEMORANDUM <br /> DATE: October 19, 2016 <br /> TO: Honorable Mayor and City Council <br /> FROM: Konradt Bartlam, City Manager V111 <br /> RE: PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 7B — <br /> THE RINCON (FORMALLY THE GOLDEN TRIANGLE) — SITE PLAN <br /> REVIEW 15SPRO3, MITIGATED NEGATIVE DECLARATION, AND <br /> MITIGATION MONITORING REPORTING PROGRAM <br /> At their meeting on October 18, 2016, the Planning Commission (Commission) received <br /> a report from City staff regarding the above-mentioned item, a request for approval of a <br /> Site Plan Review for the construction of a 157, 100 sq.ft. commercial center on a 10.42- <br /> acre site located at the northeast corner of Pomona Rincon Road and Soquel Canyon <br /> Parkway. The proposal includes a 60,000 sq.ft., four-story, 116-room hotel, 60,000 <br /> sq.ft., three-story medical office building with subterranean parking, 20,475 sq.ft. of <br /> retail, and 16,625 sq.ft. of food services. A similar version of this project was approved <br /> by the Commission in 2008, but its entitlement was subsequently terminated due to <br /> noncompliance with a condition of approval requiring a payment plan for the Weeda <br /> Deferral Assessment Agreement. <br /> Commissioner Eliason had general questions regarding shared parking and the amount <br /> of spaces the applicant is providing. Staff advised the Commission that a shared parking <br /> study was prepared for the project which evaluated peak parking demand for the <br /> proposed project uses. The parking analysis demonstrated that the parking provided is <br /> sufficient. Commissioner Eliason also had a concern about the limited outdoor seating for <br /> the proposed project. The applicant addressed his concern about outdoor seating, <br /> explaining that building proposed for restaurant use does provide for sufficient outdoor <br /> seating. <br /> Commissioner Stover had general questions regarding the Weeda Deferral Assessment <br /> Agreement and projections regarding sales tax revenue and economic impact analysis for <br /> a commercial site such as The Rincon. Staff briefed the Commission on the history of <br /> Weeda Deferral Assessment Agreement and also indicated that an economic impact <br /> analysis is not required for a project that is already commercially zoned. Staff also <br /> advised that the City does estimate sales tax revenue for commercial sites but it is only <br /> an estimate. <br />
