CM 2016-074 <br /> City <br /> n <br /> Chino Hills MEMORANDUM <br /> DATE: October 19, 2016 <br /> TO: Honorable Mayor and City Coucil <br /> FROM: Konradt Bartlam, City Mana. - �1! <br /> RE: PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 7A — <br /> AMENDMENT NO. 1 TO SITE PLAN REVIEW NO. 99SPRO1 FOR THE <br /> REMODEL OF AN EXISTING MCDONALD'S DRIVE-THROUGH <br /> RESTAUANT LOCATED AT 15950 LOS SERRANOS COUNTRY CLUB <br /> DRIVE WITHIN THE COUNTRY CLUB MARKETPLACE SHOPPING <br /> CENTER <br /> At their meeting of October 18, 2016, the Planning Commission (Commission) received a <br /> report from City staff regarding the above-mentioned item, a request to amend Site Plan <br /> Review No. 99SPRO1 to remodel an existing 4,440-square foot McDonald's drive-through <br /> restaurant. The remodel includes modifications to the floor plan, a complete exterior <br /> renovation, and the addition of a second drive-through queuing lane. <br /> The Commission expressed concerns regarding the proposed site layout for the second <br /> drive-through queuing lane and the modified internal parking lot for McDonald's. <br /> Specifically, the Commissioner's requested that the proposed drive-through queuing <br /> lanes be redesigned to not impede upon patrons as the proposed site layout called for <br /> patrons to walk across the double drive-through queuing lanes to access McDonald's. In <br /> addition, the Commissioners requested that the existing trash enclosure for McDonald's <br /> be redesigned to be less obtrusive to the proposed drive-through lanes so that waste <br /> management does not have to encroach into the proposed queuing lanes for the purpose <br /> of maneuvering trash bins. In response to the Commissioner's concerns, the applicant <br /> stated that they would work with staff to revise the site layout of the proposed double <br /> drive-through queuing lanes to address their concerns, <br /> There were no public speakers. The Commission continued the project to a date <br /> uncertain by a unanimous vote 4-0 (Commissioner Voigt absent). <br /> KB:JL:JW <br />
