CM2016-081
Cti6 (/Ua'za9e4 V
`"y of
Chino Hills
MEMORANDUM
DATE: November 4, 2016
TO: Honorable Mayor and City Cou cil
FROM: Konradt Bartlam, City Mana'f'
RE: MWD AND WFA MAINTENANCE SCHEDULES AND CONTINGENCY
PLANS
We have been notified of two scheduled, yet major, interruptions to our imported water
supplies over the next five months. Both are driven by critical maintenance
requirements.
The first shutdown is initiated by the Metropolitan Water District (MWD). Their Rialto
Pipeline, which is MWD's connection to the Water Facilities Authority's (WFA) treatment
plant, will be off-line beginning Monday, November 14, 2016 and through Saturday,
November 19, 2016. During this shutdown, visual and electromagnetic inspections will
be conducted on their 96-inch and 120-inch piping system, valves will be replaced and
other maintenance conducted. This will also assist MWD in planning for future capital
improvements to their system.
The second shutdown will be initiated by the WFA in order to perform critical
maintenance and repairs on the water treatment plant. The plant will be off-line from
mid-December 2016, through March of 2017. In general, the maintenance will consist of
the rehabilitation of the filter effluent channel, recoating of the clear well storage
structure, and reconditioning of the 30" inlet sleeve valve.
Staff is coordinating with neighboring agencies and has established mitigation protocols
to ensure an uninterrupted water supply to our City during the two-noted outages. The
shut downs were strategically planned during the cooler winter months, when less water
demands are expected.
We will provide updates, should the status change.
