CM 2016-085 <br /> 41" O'Uaizqj& <br /> City of .11111111111111111114 <br /> Chino Hills MEMORANDUM <br /> DATE: November 16, 2016 <br /> TO: Honorable Mayor and City Cou cil <br /> FROM: Konradt Bartlam, City Marla. - *lily <br /> RE: PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 5B — <br /> CUSTOM HOME DESIGN REVIEW NO. 432 FOR 15511 PAINTER <br /> DRIVE <br /> At their meeting on November 15, 2016, the Planning Commission received a report <br /> from City staff regarding the above-mentioned item, a request for approval of a Custom <br /> Home Design Review for the construction of a two-story addition consisting of 5,707- <br /> sq.ft. of livable space with an attached 505-sq.ft., two-car garage to an existing 2,124- <br /> sq.ft. single family residence. The project is located at 15511 Painter Drive on a lot <br /> approximately 1.02-acres. <br /> The adjacent neighbor addressed the Commission expressing concerns about visual <br /> impacts from his property and construction for the project, and requested a 6-foot wall <br /> between his property and the northeast side of the proposed project. Staff advised that <br /> there are specific hours and procedures the contractors need to follow during the <br /> construction phase of the project. Commissioner Stover had concerns about the front <br /> impervious surface of the property given the shape and width of the front yard. Staff <br /> advised the commission it is under the maximum percentage of coverage required for <br /> the property. Commissioner Voigt expressed concern regarding the amount of driveway <br /> proposed by the project. Staff suggested that a condition be added to the project <br /> requiring the use of decorative paving on the driveway. The applicant's representative, <br /> Forrest Tsao, addressed the Planning Commission to express the applicant's willingness <br /> to add the requested 6-foot wall and decorative paving. <br /> The Planning Commission approved the project by unanimous vote 3-0 with the addition <br /> of a condition of approval to install a 6-foot block wall on the northeastern portion of the <br /> property, and a condition of approval to install enhanced/decorative paving within the <br /> driveway.
