CM 2016-091 <br /> 1(#.° C' alaliC60/ <br /> City ol <br /> Chino no Hills <br /> MEMORANDUM <br /> DATE: December 7, 2016 <br /> TO: Honorable Mayor and City Council <br /> \1`I . <br /> FROM: Konradt Bartlam, City Mana. - , <br /> RE: PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 7A — <br /> AMENDMENT NO. 1 TO SITE PLAN REVIEW NO. 99SPRO1 FOR THE <br /> REMODEL OF AN EXISTING MCDONALD'S DRIVE-THROUGH <br /> RESTAUANT LOCATED AT 15950 LOS SERRANOS COUNTRY CLUB <br /> DRIVE WITHIN THE COUNTRY CLUB MARKETPLACE SHOPPING <br /> CENTER <br /> At their meeting of December 6, 2016, the Planning Commission (Commission) received <br /> a report from staff regarding the above-mentioned item, which was continued from the <br /> October 18, 2016, Commission meeting. The request is to amend Site Plan Review No. <br /> 99SPRO1 to remodel an existing 4,440-square foot McDonald's drive-through restaurant. <br /> The remodel includes modifications to the floor plan for accessibility compliance, a <br /> complete exterior renovation, and the addition of a second drive-through queuing lane. <br /> To address the Planning Commissioner's previous concerns regarding the proposed site <br /> layout for the second drive-through queuing lane and the modified internal parking lot <br /> for McDonald's, the Applicant redesigned the double drive-through queuing lanes by <br /> moving the lanes away from the McDonald's entrance and relocated the existing trash <br /> enclosure to the north of the second drive-through lane. The addition of the second <br /> drive-through lane includes the reconfiguration of McDonald's internal parking lot by <br /> removing four (4) existing parking stalls. <br /> The Commission had follow-up questions regarding the revised site layout for vehicular <br /> circulation, surplus parking availability from the existing reciprocal parking agreement <br /> with Albertson's, and pedestrian access for McDonald's patrons that park in Albertson's <br /> parking lot. Both staff and the Applicant responded by stating that the revised site <br /> layout for the double drive-through queuing lanes is not proposing to modify the existing <br /> vehicular circulation within the overall shopping center, but only within McDonald's <br /> immediate parking lot on their property. The revised site layout will maintain the <br /> existing pedestrian pathway that provides access from the Albertson's parking lot to <br /> McDonald's. Staff stated that as part of the original McDonald's Site Plan Review <br /> (99SPRO1) approval, McDonald's entered into a reciprocal parking agreement in January <br /> 1997 to allow restaurant parking in the adjacent Albertson's grocery store parking lot as <br />
