FROM: Konradt Bartlam, City Mana. - , RE: PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 7A — AMENDMENT NO. 1 TO SITE PLAN REVIEW NO. 99SPRO1 FOR THE REMODEL OF AN EXISTING MCDONALD'S DRIVE-THROUGH RESTAUANT LOCATED AT 15950 LOS SERRANOS COUNTRY CLUB DRIVE WITHIN THE COUNTRY CLUB MARKETPLACE SHOPPING CENTER At their meeting of December 6, 2016, the Planning Commission (Commission) received a report from staff regarding the above-mentioned item, which was continued from the October 18, 2016, Commission meeting. The request is to amend Site Plan Review No. 99SPRO1 to remodel an existing 4,440-square foot McDonald's drive-through restaurant. The remodel includes modifications to the floor plan for accessibility compliance, a complete exterior renovation, and the addition of a second drive-through queuing lane. To address the Planning Commissioner's previous concerns regarding the proposed site layout for the second drive-through queuing lane and the modified internal parking lot for McDonald's, the Applicant redesigned the double drive-through queuing lanes by moving the lanes away from the McDonald's entrance and relocated the existing trash enclosure to the north of the second drive-through lane. The addition of the second drive-through lane includes the reconfiguration of McDonald's internal parking lot by removing four (4) existing parking stalls. The Commission had follow-up questions regarding the revised site layout for vehicular circulation, surplus parking availability from the existing reciprocal parking agreement with Albertson's, and pedestrian access for McDonald's patrons that park in Albertson's parking lot. Both staff and the Applicant responded by stating that the revised site layout for the double drive-through queuing lanes is not proposing to modify the existing vehicular circulation within the overall shopping center, but only within McDonald's immediate parking lot on their property. The revised site layout will maintain the existing pedestrian pathway that provides access from the Albertson's parking lot to McDonald's. Staff stated that as part of the original McDonald's Site Plan Review (99SPRO1) approval, McDonald's entered into a reciprocal parking agreement in January 1997 to allow restaurant parking in the adjacent Albertson's grocery store parking lot as December 7, 2016 CM2016-091 Page Two necessary. The current parking covenant has approximately forty-five (45) years remaining and there are 28 surplus parking spaces available for use by McDonald's patrons on the Albertson's parking lot. The four (4) existing parking spaces to be removed will be available in the overall 28 surplus parking spaces for the overall Country Club Marketplace shopping center. There were no public speakers.
