Wohlenberg Karen Bristow Winston Ward Jeff Adams Betty Donavanik Steve Nix Dawn Vierheilig COMMISSIONERS ABSENT Mike Braun Art Bennett The Planning Commission Meeting of June 20, 2006, was called to order at 7:00 P.M. by Chairman Bristow, who then led the audience in the Pledge of Allegiance. ITEM #4 - PUBLIC COMMENTS None ITEM #5 - CONSENT CALENDAR a. General Plan conformity review for vacation of a portion of Carriage Hills Lane pursuant to Government Code Section 65402. Staff recommendation: Adopt a resolution finding the proposed vacation in conformance with the General Plan. There was discussion about the property description as provided to the Planning Commission. Assistant Community Development Director Winston Ward clarified that this item is not a sale of surplus open space, but a street vacation, and explained that the process is slightly different. Assistant City Engineer Steve Nix interjected that this was a request from a resident to vacate a portion of the street due to unnecessary right-of-way. The City had looked at the length of Carriage Hills Lane to determine what could be vacated, and due to utility constraints, this was the only piece of property where it was possible. A request by S & W Development to construct a two-story, single-family detached home with 7,774 square feet of livable space, and a 947-square foot garage. Staff recommendation: Adopt a resolution of approval. d. Residential Design Review #316: 975 Everest Drive. A request by Joe & Reyna Duran to construct a two-story, single-family detached home with 7,443 square feet of livable space, and a 1,096-square foot garage. Staff recommendation: Adopt a resolution of approval. COMMISSION ACTION: The Planning Commission approved Items 5a, 5b and 5d. MOTION: Eliason SECOND: Hovsepian AYES: Eliason, Hovsepian, Bristow NOES: None ABSENT: Braun, Bennett c. Residential Design Review #309: 2346 Norte Vista Drive. A request by Eduardo Garcia to add 849 square feet of livable space to an existing one-story home. Staff recommendation: Adopt a resolution of approval. Cris Ziegel, 2340 Norte Vista Drive, Chino Hills referenced Exhibits A and C. Mr. Ziegel was concerned that construction would obliterate his views to the east and to the north. —' I Chairman Bristow explained that the Planning Commission sympathizes; however, stated that "+ there are no view ordinances in the City. City Council Unofficial Action Agenda of June 13, 2006. ITEM #10 - COMMISSIONER COMMENTS Commissioner Eliason stated that on English Springs Road, where the equestrian hospital is to be located, there is a depression that is always flooded. Assistant City Engineer Nix responded that this is due to a CMP pipe that has failed. Engineering has almost completed design of a new pipe to go under the road. When design has been completed, Public Facilities and Operations will begin construction. The Planning Commission asked for an update on the Vellano project. Community Development Director James DeStefano responded that the parties continue to meet to work out issues. The builders say they're coming to a satisfactory resolution and hope to begin construction after the July 4 holiday. Staff has a meeting with the master builder next week. The merchant builders have stopped construction, because the master builder needs to come to an agreement on expectations and a timeline for completing the project. Chairman Bristow stated that the newspaper says the builders are not responding to the financial need for road improvement. Community Development Director DeStefano responded that there were several inaccuracies in the newspaper. Commissioner Eliason inquired about the Hindu Temple project. Assistant Community Development Director Ward responded that the permit has not been pulled as yet. He believed the applicant was obtaining bids and contractors. Staff anticipates grading to begin in early July. Assistant Community Development Director Ward further stated that plan check is being done in phases. All plans have been submitted into plan check with the exception of the temple. The temple will be submitted at a later date due to unique design aspects. Commissioner Eliason announced that there had been two Affordable Housing Ad Hoc meetings. He explained that the first meeting was introductory, and at the second there had been presentations by the BIA, Southern California Housing Development Corporation, and Habitat for Humanity. It was expected that there would be more presentations at the following meeting, and the committee is trying to stay on schedule so as to have a recommendation for the City Council by December.
