04-20-2009 HSCS MinutesMINUTES OF THE HEALTHY CITIES STEERING COMMITTEE MEETING APRIL 20, 2009 1. CALL TO ORDER The meeting was called to order at 6:32 p.m., on April 20, 2009, in the Community Room at the Chino Hills Government Center, 14000 City Center Drive, Chino Hills. ATTENDANCE Committee Members Present: Council Member Bill Kruger, Chair; Angelica Baltazar; Commissioner Barry Fischer; Commissioner Bob Gannon; Commissioner Abraham Hovsepian; Wayne Scaggs; John Stadler; and David Stilwell. Staff Present: Ben Montgomery, Bonnie Michaels, and Robin Butler. Guests Present: Ruben Flores. 2. APPROVAL OF MINUTES On motion by Commissioner Fischer, seconded by Commissioner Gannon, the minutes from the January 26, 2009 meeting were unanimously approved. 3. PUBLIC COMMENTS None 4. OLD BUSINESS a. Chino Hills 91709 Healthy Cities Expo Ben Montgomery reported that the subcommittee met and started the planning process for the Expo. Bonnie distributed information from the meeting (see Exhibit "A"). The subcommittee voted on the Expo name "Chino Hills 91709." It will have a subtitle "Sponsored by the Healthy Cities Committee." This is now the working title for the Expo. The Expo is tentatively set for November 7, 2009. The Government Center is the tentative MINUTES OF THE HEALTHY CITIES STEERING COMMITTEE MEETING APRIL 20, 2009 PAGE 2 location for the Expo, it will allow for more area and rooms available for workshops (for example the community room and the council chambers). The Committee asked staff to also look into the availability of the central square area of The Shoppes as a possible location. Mr. Montgomery informed the Committee that staff submitted a request for funds in the amount of $10,000 for the Expo into the budget process. The request is being considered, staff was also encouraged to find alternative funding sources (either sponsors or a grant). The Committee discussed various fund-raising strategies and asked staff to check with the BAPS Hindu Temple as a possible source. The next subcommittee meeting will be on June 11, 2009. b. Steering Committee Open Positions Mr. Montgomery stated that at the last meeting, the Committee discussed the different representative positions that were a part of the Healthy Cities Steering Committee when it was originally formed. Mr. Montgomery checked with the City Clerk about filling these positions. The City Clerk stated that the Committee can appoint new representatives. The only time the appointment needs to go to City Council is when it is a new representative position that was not a part of the original Committee. While looking over old documents, there are some representative positions that are not currently filled: • Chino Valley Unified School District — Their new representative to the Committee will be Laurel Mullalli. She will start at the next meeting. • San Bernardino County — Angelica Baltazar will be representing the County. • Chino Hills Police Department — We anticipate having a representative from the Police Department at the next meeting. ■ Faith Community — Staff will be looking into finding a representative. 5. NEW BUSINESS a. National Night Out The date for the 2009 National Night Out is Tuesday, August 4, 2009, from 7:00 to 9:00 p.m. Last year there were 27 events registered with the City. This year we are hoping to have more registered events. There will be a kick-off meeting on Thursday, June 18, 2009, at 7:00 p.m. in the James S. Thalman Library community room. The residents who register their events with the City will receive banners, a t-shirt and give -a -ways, while supplies last. 6. UPDATE REPORTS a. CHAMP/YAB Report MINUTES OF THE HEALTHY CITIES STEERING COMMITTEE MEETING APRIL 20, 2009 PAGE 3 Ms. Michaels reported that there is one youth who is currently being mentored. Also, so far this year, there have been seven cases received from Probation. One of those cases was returned to Probation because the youth required alternative treatment. b. SAVVY Report Ms. Michaels reported that there are currently five seniors who are matched with volunteers. Recently, there has been more interest expressed by seniors in the program. c. Neighborhood Network Program Ms. Michaels stated that 12 residents attended the winter session of the Citizens Academy. Eight residents completed the four 2-hour sessions to graduate from the academy. The graduates were recognized at the April 14, 2009 City Council meeting. They were also given a copy of the "Neighbor Law" reference book as an additional neighborhood resource. The Neighborhood Network Program held a "Code Enforcement 101" community meeting on February 26, 2009. The Neighborhood Services staff gave presentations on the common code complaints/violations and procedures and discussed residents' concerns. The process for "Administrative Citations" was also discussed. A presentation on the National Pollutant Discharge Elimination System was also given. Thirteen residents attended. A neighborhood clean-up has been scheduled for Saturday, May 2, 2009 from 8:00 a.m. to 1:00 p.m. for the lower Los Serranos area. This is for residents who live within the following boundaries: Ramona Avenue east to Pomona Rincon Road and the 71 Freeway south to Palomino Drive. Flyers were mailed to all houses within this area (see Exhibit "B"). There will be three to four roll - offs and an additional truck for large appliances like refrigerators, washers, etc. Hazardous waste, such as oils and paints, will not be collected. d. Trails Proiect There have not been any hikes so far this year. There will be a themed hike "Candy Land Fun" on May 29, 2009 at English Springs Park at Gazebos two and three. The cost is $6 per person. There are currently 14 trail adoptions, 23 roadway adoptions, and three park adoptions. There has recently been more interest in roadway adoption by local businesses. COMMITTEE MEMBER COMMENTS None 8. NEXT MEETING DATE The next Steering Committee meeting will be held on Monday, July 20, 2009, at 6:30 p.m. in the Community Room at the Chino Hills Government Center, 14000 City Center Drive, Chino Hills. 9.
