Conduct a public hearing to consider the recommendations for the allocation of the supplemental funding for local law enforcement pursuant to Assembly Bill No. 3229. 2). Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS ALLOCATING AND APPROPRIATING THE SUPPLEMENTAL FUNDING PROVIDED UNDER ASSEMBLY BILL NO. 3229 FOR ALLOCATION YEAR 200812009. On July 10, 1996, Assembly Bill NO. 3229 was enacted by the State of California establishing the Citizen's Option for Public Safety (COPS) program and initially provided $100,000,000 to counties and cities within the state for the purpose of supplemental law enforcement. Twenty-five percent of the original amount was allocated to counties for jails and criminal prosecution, and the remaining seventy-five percent was allocated to counties and cities based on population. The first two years of COPS funding was used to establish the traffic division and to purchase equipment for the San Bernardino County Sheriff's Department. Due to the rising costs of services, the City has used the funds to offset the General Fund for the cost of a deputy and a marked patrol unit in the traffic division, the reserve patrol vehicle, the annual maintenance of the police radio in the Citizen Patrol vehicle, and the purchase of cell phones. AGENDA DATE: December 19, 2008 PAGE 2 SUBJECT: ASSEMBLY BILL NO. 3229 CITIZEN'S OPTION FOR PUBLIC SAFETY (COPS) FUNDING FOR FISCAL YEAR 2008/2009 The cost for the annual maintenance of the radio in the Citizen Patrol vehicle, the reserve patrol vehicle and the cellular service charges have since been reflected.in the Public Safety Budget. This year, the City will receive approximately $125,897.00, a decrease of $25,374 from the previous year. The COPS allocation will offset the cost of one traffic division deputy and a patrol vehicle. Approval of this item will expedite the allocation of funds under Assembly Bill No. 3229. Fleage Community Services Director RESOLUTION NO. 08R- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS ALLOCATING AND APPROPRIATING THE SUPPLEMENTAL FUNDING PROVIDED UNDER ASSEMBLY BILL NO. 3229 FOR ALLOCATION YEAR 2008/2009. WHEREAS, in accordance with Assembly Bill No. 3229 of the State of California, the chief administrator of the law enforcement agency that provides police services for the City has submitted written requests for the allocation of the supplemental funding available pursuant to the Bill; and WHEREAS, the City Council has conducted a public hearing to consider those requests. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHINO HILLS DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. The City Council authorized the allocation and appropriation of the anticipated moneys exclusively to fund front line municipal police service as follows: 1. Continuation of one Deputy II, $128,359 2. Continuation of one Patrol Vehicle, $20,627 SECTION 2. The City Clerk shall certify as to the adoption of this resolution.
