Amend the Capital Improvement Program (CIP) for items related to the Los Serranos Infrastructure Improvements — Safe Routes to School (SRST) Cycle 2 project. 2. Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS DESIGNATING THE CITY MANAGER NEGOTIATING AUTHORITY WITH THE STATE OF CALIFORNIA, ACTING BY AND THROUGH ITS DEPARTMENT OF TRANSPORTATION (CALTRANS) REGARDING THE FEDERAL SAFE ROUTES TO SCHOOL CYCLE 2 PROGRAM BACKGROUND/ANALYSIS: On October 8, 2008, Caltrans, acting on behalf of the Federal Highways Administration, announced the results of the Federal SRST, Cycle 2 Program. The City of Chino Hills was successful in obtaining an $856,130 grant for sidewalks, curb and gutter, and street lights for Country Club Drive, Williams Avenue, Esther Street, Ethel Street, and Cecelia Street, all in the Los Serranos neighborhood. This is the second such grant the City has obtained for improvements in Los Serranos. Staff requests that the City Council amend the CIP to create a project entitled the "Los Serranos Infrastructure Improvements — Safe Routes to School (SRST) Cycle 2 Project". In keeping the project titled under the umbrella of "Los Serranos Infrastructure Improvements", the City is able to supplement project costs with CDBG funds should the need arise. AGENDA DATE: SUBJECT: November 12, 2008 -w AMEND THE CAPITAL IMPROVEMENT PROGRAM FOR ITEMS RELATED TO THE LOS SERRANOS INFRASTRUCTURE IMPROVEMENTS - SAFE ROUTES TO SCHOOL CYCLE 2 PROJECT In conjunction with the processing of the Federal grant, there are contracts and, eventually, requests for reimbursement which will have to be signed and submitted. Caltrans, acting as the agent for FHWA, requires a resolution of the City Council authorizing the City Manager, or his designee, to sign these documents on behalf of the City. Therefore, staff is also asking the City Council to adopt the necessary resolution delegating this authority to the City Manager. REVIEW BY OTHERS: This agenda item has been reviewed by the Finance Director. Nix, Cityingineer RESOLUTION NO. 08R- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS DESIGNATING THE CITY MANAGER NEGOTIATING AUTHORITY WITH THE STATE OF CALIFORNIA, ACTING BY AND THROUGH ITS DEPARTMENT OF TRANSPORTATION (CALTRANS) REGARDING THE FEDERAL SAFE ROUTES TO SCHOOL CYCLE 2 PROGRAM WHEREAS, the City of Chino Hills submitted a grant application on July 17, 2008, for the Federal Safe Routes to School (SRTS), Cycle 2 Program; and WHEREAS, CALTRANS, acting as agent for the Federal Highway Administration, approved said grant application on October 8, 2008; and WHEREAS, the Federal Safe Routes to School (SRTS), Cycle 2 Program includes funding for the City of Chino Hills for a maximum reimbursement up to $856,130; and WHEREAS, a grant contract is to be issued by CALTRANS, Division of Local Assistance. NOW, THEREFORE, BE IT RESOLVED THAT, the City Council of the City of Chino Hills, does hereby resolve, determine, find, and order as follows: SECTION 1. That the City Council hereby affirms the City Manager's authority to enter into said agreement on behalf of the City of Chino Hills. SECTION 2. That the City Manager of the City of Chino Hills, or his designee, is authorized to certify that the City has, and will comply with, all applicable State and Federal statutory and regulatory requirements related to any Federal and State grants received. SECTION 3. That the City Manager of the City of Chino Hills, or his designee, is hereby authorized to negotiate and execute a grant agreement and any City of Chino Hills amendments or change orders thereto, and certify grant disbursements on behalf of the City of Chino Hills. SECTION 4. The City Clerk shall certify as to the adoption of this Resolution. 1 of 3 PASSED, APPROVED, AND ADOPTED this day of November 2008. ATTEST: MARY M.
