Accept a donation from the Chino Hills 55+ Club in the amount of $43,000. 2. Amend the 2018-2019 Capital Improvement Program to add a project for the Military Monument. 3. Adopt a resolution entitled A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR FISCAL YEAR 2018-19 INCREASING THE GENERAL FUND BUDGET FOR THE MILITARY MONUMENT PROJECT BY $46,000. BACKGROUND/ANALYSIS: On August 2, 2016 the City Council, on a recommendation from the Parks & Recreation Commission, approved a proposal from the Chino Hills 55+ Club for a Military Monument Brick Donation Program. Proceeds derived from the program will be used to design and construct an outdoor monument (Exhibit A) at the Chino Hills Community Center in recognition of those that currently serve and have previously served in the military. At the January 14, 2019 Chino Hills Community Foundation Board meeting, the Board approved a donation directly to the City, rather than to the Chino Hills 55+ Club, in the amount of $3,000 for the Military (Veterans) Monument. This brings the total donations for the Military Monument Project to $46,000. City staff believes that $46,000 is sufficient to construct a monument. Final "finishes" to be used on the monument, such as the types of granite and emblems, will be determined once responses to the City's request for proposals have been received. The goal is to unveil the Military Monument at the 2019 Veterans Day event. ENVIRONMENTAL (CEQA) REVIEW: This proposed action is exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.), because it does not involve any commitment to a specific project which could result in a potentially significant physical impact on the environment; and constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment. Accordingly, this action does not constitute a "project" that requires environmental review (see specifically 14 CCR §15378(b)(4-5)). Further, this project is exempt because it is a minor alteration to an existing facility (CEQA Guidelines Section 15301) and new construction of small structures 36/114 (CEQA Guidelines Section 15303).
