VOGT, P.E., DIRECTOR OF PUBLIC WORKS/CITY ENGINEER SUBJECT: UNDERGROUND PIERCING TOOL PURCHASE RECOMMENDATION: 1. Approve the purchase of a underground piercing tool (Accu -punch) from Pacific Coast Air Tool and Supply in an amount not to exceed $3,600.00. 2. Approve an appropriation transfer from Rents and Leases, water fund #500-8110-470-2711, to capital equipment, water fund #500-8110-470-7112, in the amount of $3,600.00. DISCUSSION/JUSTIFICATION: The City of Chino Hills has the responsibility of the City owned water system. One of the responsibilities is to install new water services. Presently, the Public Works Department does not own an underground piercing tool, which allows water service installation with minimal excavation required. The City rents this equipment on an as needed basis. Underground piercing tool rental is required 2-3 times per year, for a period of a month at a time. Rental rate for the month is $1,140.00. By purchasing the underground piercing tool staff will be able to install water services in a more expedient manner, decrease the cost for backfill material and asphalt repairs, enhance the overall condition of the roadways and save on rental costs.
