Accept the bid specifications prepared by staff for the purchase of seven (7) open channel flow meters. 2. Authorize the Purchasing Division to proceed with advertisement and "Request for Quotation" for seven (7) open channel flow meters. DISCUSSION/JUSTIFICATION: The City of Chino Hills, Public Works Department, has the responsibility of maintaining the City owned sewerage system. One of the responsibilities is to meet the requirements set forth in "Exhibit H" of the Chino Basin Municipal Water District Regional Contract. Presently, the Public Works Department does not own any operational open channel flow meters to monitor sewerage flows discharged from the City of Chino Hills to Chino Basin Municipal Water District treatment plants. Currently, staff is unable to meet the "Exhibit H" requirements. Therefore, the City of Chino Hills is subject to penalties of $1,000 to $10,000 per day, while in violation. The cost of purchasing the flow meters shall not exceed $20,000. By purchasing the seven (7) open channel flow meters, the City of Chino Hills will be able to meet "Exhibit H" requirements, establish operational data, and enhance the City of Chino Hills future planning. There shall be furnished an open channel flow logger suitable for multi -site monitoring. An ultrasonic sensor shall be used to measure level. 1.1 ULTRASONIC SENSOR A. The sensor shall consist of a single ultrasonic transducer housed in a corrosion resistant Xenoy plastic enclosure. B. The sensor shall be capable of being mounted within 2 feet (0.6 m) of the maximum liquid level. C. The level measurement span shall be from 0 to 10 feet (0 to 3.3 m). D. The level shall be measured with a maximum error of +/- 0.02 feet (+/- 0.006 m) over a head change of 1 foot or less (0.31 m or less), and +/- 0.03 feet (+/- 0.009 m) over a head change of 1 to 10 feet (0.31 to 3.05 m). E. The sensor shall include a temperature probe to measure air temperature at the probe and automatically compensate for air temperature changes. The maximum error due to temperature change shall be +/- 0.000047 per degree F (+/- 0.000085 per degree C) x distance from the transducer to the liquid surface in stable, constant air ranging from -22 to 140 degrees F (-30 to 60 degrees Q. F. The sensor cable shall be 25 feet (7.62 m) long. The cable shall terminate in a sealed, military style connector so that the sensor can be easily replaced in the field. [An optional (25 ft. - 7.62 m) extension cable shall be supplied.] I All cables shall include a polyvinyl chloride (PVC) jacket and an internal 1/16 inch (0.16 cm) diameter stainless steel wire rope to allow the transducer to be suspended using only the cable. (An optional cable straightening bracket shall be supplied to ensure that the sensor is perpendicular to the flow stream when the sensor is suspended by the cable.)2 G. (An optional stainless steel mounting bracket shall be supplied for rigid mounting of the sensor.)3 [An optional floor mount for the sensor shall be supplied. It shall be adjustable from 12 to 24 inches (0.3 to 0.6 m) Ultrasonic Flow Logger / Technical Specifications / Page 1 vertically above the mounting surface and from 16 to 24 inches (0.4 to 0.6 m) horizontally from its mounting point.]4 1.2 FLOW LOGGER A. Measured liquid level readings shall be converted into corresponding flow rate readings using internal conversion algorithms. 1. The flow logger shall accept conversion information for V -notch weirs, rectangular weirs with and without end contractions, Cipolletti weirs, and Parshall, Palmer-Bowlus, Leopold-Lagco, trapezoidal, and H flumes. 2. For monitoring in applications using the Manning formula, the flow logger shall accept information for channel configuration and size, and slope and roughness coefficient. Channel configurations shall include round, U -channel, rectangular and trapezoidal. 3. The flow logger shall accept up to 50 level -flow rate points. 4. The flow logger shall accept a two -term, level -flow rate polynomial equation. B. The flow logger shall be connected to a tipping bucket rain gauge which tips every 0.01 inch or 0.1 mm of rainfall. C. The flow logger shall have a 12 volt pulse output for signaling a connected automatic sampler to collect flow proportioned samples. The flow logger shall have inputs to accept signals from the sampler indicating when a sample is collected and the bottle in which the sample is placed. D. The flow logger shall be capable of activating a connected sampler based on level, flow rate, rainfall and time; and AND and OR combinations of any two of level, flow rate, rainfall and time. Sampler activation conditions shall be above or below a set -point, inside or outside a range, or a rate of change. E. The internal data storage memory in the flow logger shall have a capacity of 230,000 bytes, divided into up to 6 user -defined partitions. Each partition shall be programmable to store level, flow rate, rainfall, or sample data. Timing for the data storage shall be selectable in 1, 2, 5, 10, 15, 30, 60, or 120 minute intervals. Each partition shall be programmable to operate in either rollover, slate or triggered slate mode. Triggering events in slate mode shall be selectable from level, flow rate, rainfall and time. Ultrasonic Flow Logger / Technical Specifications / Page 2 F. The flow logger shall be programmed using a software program that shall operate on an IBM PC or compatible computer. The software shall also retrieve stored data from the flow logger, and generate graphs and reports from stored data. G. The program memory in the flow logger shall be non-volatile, programmable flash memory. The program memory shall be capable of being updated via the serial port on the flow logger without opening the enclosure. H. The flow logger shall require 12 volt DC power for operation. Power shall be supplied from [(two internal 6 volt alkaline lantern batteries) (an internal rechargeable lead acid battery) (an external rechargeable lead acid battery with solar panel battery charger) (companion Isco sampler)5 (external user - supplied 12 volt DC source)6 (external 120 or 240 volt AC power pack)7].8 1. Typical battery life with two internal 6 volt alkaline lantern batteries and 1 hour reading intervals shall be 1 year. I. The flow logger shall be housed in a rugged, submersible, watertight, dust - tight, corrosion resistant (self -certified NEMA 4X, 6 and IP67) enclosure. An internal, easily replaceable, rechargeable desiccant canister shall keep the battery compartment of the flow logger free of moisture. An internal bag of rechargeable desiccant shall keep the electronics compartment of the flow logger free of moisture. A humidity indicator shall indicate, through a window in the enclosure, the humidity level inside the electronics compartment.
