BACKGROUND/ANALYSIS: The new Chino Hills Government Center will house the Chino Hills City Hall, Chino Hills Police Department, Chino Valley Fire District, and the James S. Thalman Public Library. In order to ensure that each agency has adequate parking for government center visitors and employees, a comprehensive parking plan has been developed (Attachment A). The site plan includes areas reserved for government center visitors (yellow), limited duration parking (purple), and restricted parking areas (green). The Chino Valley Fire District will develop a separate plan for the parking area immediately adjacent to their building (red). There are currently 98 parking spaces for visitors at the Grand Avenue Civic Center. The new Chino Hills Government Center will have 257 visitor parking spaces restricted for use by government center visitors. The proposed parking plan will result in a net increase of 159 visitor parking spaces. An additional 308 parking spaces will be available for visitors in the parking structure. Parking structure spaces are limited to two-hour parking between the hours of 7:00 a.m. and 12:00 p.m., Monday through Friday. The two-hour limit is designed to discourage student parking in the structure. 1q/3 AGENDA DATE: October 28, 2008 Page Two SUBJECT: GOVERNMENT CENTER PARKING RESTRICTIONS Municipal Code Chapter 10.22 allows City Council to designate parking restrictions by resolution. Parking areas, as determined by the Director of Public Facilities and Operations, will be marked with signs describing the restrictions. Chino Hills Police will enforce all parking areas. Thalman Public Library; and WHEREAS, in order to ensure that each agency has adequate parking to conduct public business and adequate parking to accommodate its employees and the members of the public, the City Council desires to designate the location of restricted and limited duration parking areas at the Chino Hills Government Center. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHINO HILLS DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. Pursuant to Chino Hills Municipal Code § 10.22.010, the City Council hereby designates the following parking areas restricted as follows: A. All parking spaces in the surface lots at the Chino Hills Government Center may be restricted for government center business only, permit parking and/or limited in parking duration. The spaces shall be posted with signs indicating the facilities or purposes for which the spaces are reserved and/or the limited parking duration, as determined by Director of Public Facilities and Operations. B. All parking spaces at the Chino Hills Government Center parking structure may be restricted for permit parking and/or limited in parking duration. The spaces shall be posted with signs indicating the facilities or purposes for which the spaces are reserved and/or the limited parking duration, as determined by Director of Public Facilities and Operations. 1 of 3 SECTION 2. The provisions of this Resolution shall not become effective unless and until such areas have been marked with signs in accordance with Chino Hills Municipal Code § 10.22.010. SECTION 3. The City Clerk shall certify as to the adoption of this resolution.
