BACKGROUND/ANALYSIS: it Staff has received numerous complaints from area residents regarding inadequate sight distance available to safely enter the intersection of Shady View Drive and Via Entrada due to the on-street parking of vehicles on Shady View Drive. The on-street parking, when combined with the curvature of Shady View, creates a less than adequate sight line as defined in the Caltrans design manual for the posted speed limit of 35 MPH. The removal of on-street parking on either side of Shady View Drive between Butterfield Ranch Road and Laurelton Lane will increase sight distance to the recommended standards and improve safety for those vehicles entering Shady View Drive from side streets and/or adjacent driveways. This item was presented to the Public Works Commission at their meeting on October 1, 2008. Numerous residents from the neighboring homes as well as the Celamonte condominiums were in attendance at this meeting and the majority supported this parking restriction. One Celamonte resident indicated that, although they understood the need for this restriction, they did not support it due to the lack of available parking internally within their complex. The Commission did agree with staffs request to prohibit parking along Shady View, but also recommended that several additional items be added as well. At the request of one of the residents, the Commission agreed that the parking restriction be expanded to include one side of the short connector road, Via Entrada. It was felt that parking would migrate to this street and, with a width of 36 feet, this may create additional vehicle and pedestrian safety hazards. The Commission also recommended the addition of red curb painting to supplement the "no parking" signage. Although not necessary for enforcement purposes, the painting of red curb will add to both the initial cost as well as an annual cost for ongoing maintenance. /915 aAGENDA DATE: October 28, 2008 Page 2 SUBJECT: ON-STREET PARKING PROHIBITION ON SHADY VIEW AND VIA ENTRADA REVIEW BY OTHERS: This item has been reviewed by the Finance Director and the Public Facilities and Operations Director. FISCAL IMPACT: The cost for the installation of the signs is estimated to be $1,500 and is included in the approved FY 2008/2009 Street Operating Budget.
