BACKGROUND/ANALYSIS: 40 In response to numerous complaints relative to increased traffic within the residential neighborhood of Butterfield Ranch Road and Shady View Drive, staff conducted a traffic safety review of the area. During this analysis, staff observed a high number of illegal U- turns occurring on Shady View Drive. Further investigation revealed westbound Butterfield Ranch Road U-turns are prohibited at Shady View Drive and, as a result, a large number of motorists turn left onto Shady View Drive and then make their U-turn at Via Entrada. U- turns are prohibited and "No U-Turn" signs are installed on Shady View Drive at Via Entrada, however, they are often ignored. Other motorists do obey the U-turn prohibition by driving into the residential area and then performing their U-turn, or entering a resident's driveway and backing out to complete the maneuver. The westbound U-turn prohibition on Butterfield Ranch Road was originally installed to discourage motorists from bypassing the southbound loop on-ramp which, during the morning hours, is heavily congested. However, as is sometimes the case, the traffic situation did not resolve, it simply moved to other locations. In this case, the move resulted in unsafe and illegal U-turns on Shady View Drive and further into the residential area. The prohibition of U-turns for westbound Butterfield Ranch Road is warranted during the AM peak traffic period, however, prohibition is not needed during the remainder of the day. Removal of the U-turn restriction during times other than the AM peak hour will reduce traffic on Shady View Drive and reduce the number of hazardous and illegal U-turns along Shady View Drive and within the surrounding residential area. ,/� 4, AGENDA DATE: October 28, 2008 Page 2 SUBJECT: MODIFICATION TO NO U-TURN RESTRICTION ON BUTTERFIELD RANCH ROAD The Public Works Commission reviewed this item at their October 1, 2008 meeting and, although staffs recommendation was to retain the U-turn restriction between the hours of 7:00 AM — 9:00 AM, the Commission's recommendation was to remove the restriction entirely. The Commission also asked staff to work with Caltrans and request that the HOV lanes on both southbound on-ramps be converted to free flow lanes allowing increased vehicle storage during periods of congestion. Staff is currently working with Caltrans on this item. REVIEW BY OTHERS: This item has been reviewed by the Finance Director and the Public Facilities and Operations Director. I have lived in Butterfield Ranch since 1989 and experience the traffic situation at this intersection daily. I would urge you to vote against the removal of the "No U-Turn" sign or at the least, back the City Staff recommendation that the No U-Turn restriction remain from 7 to 9 a.m. Every morning during the prime commute hours this intersection is heavily traveled by residents leaving for work, parents driving their kids to Butterfield Ranch Elementary via Shady View and commuters from Chino and Corona trying to avoid the backup of the 71 onramp from westbound Butterfield Ranch Road by turning left on Shady View and making their way to the 71 onramp from eastbound Butterfield Ranch Road. Very often the traffic on eastbound Butterfield Ranch Road backs up from the onramp blocking Shady View Drive. This then backs up the traffic on Shady View Drive which already has increased traffic from the new Townhomes being built on the SE corner of Butterfield and Shady View. If the No U-Tum restriction is removed, the morning traffic at this intersection will be gridlocked with commuters from Chino and Corona trying to save time by using onramp from eastbound Butterfield Ranch Road. I believe that the only people that would benefit from the removal of the "No-U-Turn" sign, would be people commuting from outside our city. I hope you understand the negative impact this will have on residents of Chino Hills and consider them when voting against the removal of the"No U-Turn" sign. Th, you for your service to our city!
