APPROVED AS TO FORM: (� S_�jam!1 =Jt✓;�2E='����` M M. k D.HensleyMt, City City Attorney �}Ss �'G��-7' Michael Baker INTERNATIONAL City of Chino Hills I Reservoir R-18 Project EXHIBIT"A" PROPOSAL SCOPE OF SERVICES AMENDMENT NO. 2 ADDITIONAL PROFESSIONAL ENGINEERING SERVICES FOR DESIGN REVISIONS Background Al —Design of Permanent Access Road: The approved scope of work originally assumed access to the reservoir site would be available via an existing driveway off of Live Oak Road directly adjacent to the site. In 2013, the City directed MBI to proceed with the design of a new, approximately 1,000 foot-long, road from Carbon Canyon Road (see Exhibit 1), for both construction and permanent maintenance access. MBI completed preliminary grading and drainage analysis as well as approximately 50%level design plans for the access road. The City's most recent direction is that no access shall be taken from Carbon Canyon Road, and that the current design is to be revised to show all access to the R18 Reservoir site being from the end of Live Oak Road. This will eliminate the need to finalize the access road plans; however, the City has directed MBI to develop a concept for permanently accommodating the overflow and drain flow discharges from the reservoir. A2—Additional Structural Design: Under the approved scope of work, the structural design effort is based upon the construction documents that are required for an above-grade, welded steel tank. During the preliminary design phase, an analysis was completed which evaluated alternative tank construction methods (above-grade vs. partially buried, and welded steel vs. pre-stressed concrete), and it was determined that the tank will be a partially-buried, pre- stressed concrete structure. This type of structure requires a greater structural engineering design effort than a welded steel tank. The differences are summarized below: The structural engineering effort required for a welded-steel tank typically includes the structural calculations for the ringwall foundation and freeboard, and the information placed on structural drawings typically includes structural general notes and ringwall foundation details. The technical specifications for structural design provide design parameters, and code requirements,which are used by the tank fabricator selected by the contractor to design and fabricate the steel shell, pipe penetrations, roof, and roof support system. For a pre-stressed concrete tank, the associated structural calculations and design for these elements must be performed by the structural engineer, and the technical specifications, and associated construction drawings are included as part of the contract documents. Additional structural design effort is also required for proposed retaining walls and drain box structure, which will be required based upon site grading plans developed during preliminary design. The approved scope of work does not include a budget for structural design of retaining walls/drain box structure. Page 3 Michael Baker INTERNATIONAL City of Chino Hilis I Reservoir R-18 Project A3 —Water Quality Management Plan: Since the time when the original contract was authorized, San Bernardino County stormwater quality requirements have evolved and a Water Quality Management Plan will be required for the project. This was not included under the approved scope of work. Proposed Tasks Task Al —Design of Permanent Access Road Task A1.1—Access Road Layout and Grading Analysis:Prepare conceptual grading plans for approximately 1,000 LF of access road from Carbon Canyon Road to the proposed tank site, including alternative configurations for vehicle access at the tank site, and connecting to Live Oak Road. All work under this task was 100% complete prior to the project being place "on-hold", and we request that this task be compensated based on its entire amount. Task A1.2—Access Road Drainage and Hydrology Analysis: Design and include on construction drawings the required drainage structures and erosion control for the access road. Additional language required to meet SWPPP requirements will be incorporated into the project specifications. All work under this task was 100% complete prior to the project being place "on-hold", and we request that this task be compensated based on its entire amount. Task A1.3—Stormwater Compliance 1 Overflow Discharge Design: Evaluate and incorporate updated requirements for stormwater compliance to accommodate new access road location and drainage characteristics for both site drainage and overflow discharge. Include requirements on project drawings and specifications. This task was completed to 50%level of completion before being placed "on-hold". Recently, under direction from the City, the access road has been eliminated from the project, and no additional work is required under this task. We request that this task be compensated based on the 50% of the entire amount based upon the level of work completed to date. Task A1.4—Access Road Final Design:Prepare horizontal control plans and grading plans for approximately 1,000 LF of access road from Carbon Canyon Road to the proposed tank site. This task was completed to 50% level of completion before being placed "on-hold". Recently,under direction from the City, the access road has been eliminated from the project, and no additional work is required under this task. We request that this task be compensated based on the 50% of the entire amount based upon the level of work completed to date. Page 4 Michael Baker INTERNATIONAL City of Chino Hills I Reservoir R-18 Project Task A2-Additional Structural Design Task A2.1-Pre-stressed Concrete Tank Design: Provide structural engineering services required for a 5.0 million gallon pre-stressed concrete reservoir. Work under this task will include performing structural calculations and the preparation of construction drawings, technical specifications, and cost estimate as required for the pre- stressed concrete tank design Task A2.2-Retaining Wall/Drain Box Structure Design:Provide structural engineering services required for the proposed retaining wall/drain box structure. Work under this task will include performing structural calculations and the preparation of construction drawings, technical specifications, and cost estimate as required for the retaining wall design. Task A3-Water Quality Management Plan Task A3.1--Preparation of Stormwater Quality Management Plan:A Water Quality Management Plan (WQMP) is required by the County of San Bernardino. Prepare and submit WQMP for acceptance. It is assumed that any fees associated with the WQMP will be paid directly by the City of Chino Hills. Task A4-Analyze Drainage Discharge Alternatives Task A4.1-Preparation of Two Discharge Concepts: MBI will prepare two (2) drainage discharge concepts for the reservoir overflow and drain discharges for the City's review and consideration. One alternative will be based upon using a V-ditch for conveyance, and the other will be based upon using an underground pipe for conveyance. MBI will include a preliminary cost estimate for each alternative under this task, and provide a technical memo, summarizing the analysis and recommending an alternative for final design. Task A5- Construction Drawing Revisions Task A5.1-Revisions to 65%Plans: As a result of their most-recent review, the following changes to the design have been requested by the City: 1) Eliminate the permanent access road to the site from Carbon Canyon Road; 2) Analyze and recommend a discharge method for the tank overflow and tank drain (v-ditch or pipe); • It is assumed that the alignment of V-ditch or buried pipe would align in the partially graded bench extending west toward Carbon Canyon Road. 3) Revise the construction drawings to accommodate a drivable path around the tank with a minimum width of 15 feet. Page 5 Michael Baker INTERNATIONAL City of Chino Hills I Reservoir R-18 Project As a result, there are significant revisions required to seven(7) drawings listed below: Significant Revisions Required: Cl Site Plan C3 Horizontal Control Plan C5 Grading and Drainage Plan C7 Inlet/Outlet and Yard Piping Plan C8 Piping Profiles M2 Reservoir Mechanical Plan E3 Electrical Site Plan In addition, minor revisions to ten (10) other drawings must be revised to accommodate these changes. Task A6-Additional Retaining Wall Design Depending on the final site plan configuration, an additional retaining wall may be required to provide adequate drivable space for maintenance vehicles near the reservoir and the inlet/outlet piping manifold. Work under this task will only proceed with the specific written direction of the City. Work under this task would include a wall profile as well as structural design. For budgeting purposes, we have assumed a wall 50 LF in length and a maximum of 10 feet high. Task A7-Reservoir Elevation Verification Survey The proposed R18 Tank will operate in the City's Intermediate pressure zone. To ensure proper system operation, the overflow weir elevation, inlet/outlet pipe connections, and tank bottom (top of footing depending on accessibility) will be surveyed for each of the existing reservoirs in the Intermediate Pressure Zone, the R-9 Reservoir, the R-15 Reservoir, and the R-14 Reservoir. This information will be used to coordinate final design of the R18 Reservoir. Work under this task includes setting control for each of the sites based upon existing City and/or County benchmarks. Proposed Compensation The original contract, dated February 29, 2012, authorized a total of$ 157,200. The proposed compensation requested under this addendum is for the additional design services required for a new access road, and additional design services required for a partially-buried, pre-stressed concrete tank and associated retaining walls, which is summarized on Table 1 below. Project Status The Reservoir R18 project was originally authorized in February 2012,in the amount of $157,200. To date, the project is at 65% design completion status, and Michael Baker has invoiced a total of$88,350.97. However, a portion of the work described in the Amendment 2- Scope of Services (above), was completed at the request of City staff with the understanding Page 7 Michael Baker INTERNATIONAL City of Chino Hills I Reservoir R-18 Project that an amendment would be processed to address all out of scope work. Although an amendment proposal was submitted and discussed with City staff at the time the work was requested, a final approved amendment was never executed. As a result, this proposed amendment includes a request for compensation for work performed to date.
