BACKGROUND The City's Donation Acceptance Policy was adopted by the City Council on September 9, 2014. The purpose of the policy is to provide guidelines and establish procedures for the acceptance of donations made to the City. A donation may consist of cash, real property (land), or in -kind contributions that are given without return consideration. Section 3.1.5 Park, Trail, or Open Space Amenity - defines a donation made to a Park, Trail or Open Space as any feature or structure that improves and contributes to the traditional use of a park, parkland, trail, and/or open space. An amenity may include, but is not limited to, such items as benches, play structures, picnic tables/shelters and trails. The Chino Hills 55+ Club is requesting that the City Council approve the Military Monument Brick Donation Program. Proceeds from the sale of bricks will assist with the payment for the design and construction of a monument in recognition of those that currently serve and those who have previously served in the military. The monument will be located outdoors at the Chino Hills Community Center in a predesignated location. Photos for the proposed location of the monument are attached. The cost of the monument is estimated at $50,000 to $100,000. Fundraising efforts will ultimately determine the types of "finishes" to be used for the monument. The group will be totally responsible for the marketing, sales, and procurement of the bricks and is hopeful that the monument will be in place in the fall of 2017. On a vote of 5-0, the Parks and Recreation Commission approved the proposal. CEQA REVIEW: The project is exempt from the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") because, pursuant to Section 15061(b)(3) of the CEQA Guidelines (Title 14 California Code of Regulations §§ 15000, et seq.), there is no possibility that the Military Monument Brick Donation Program may have a significant effect on the environment.
