Discussion Item: 0 ..............., Consent Item: May 20, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: CITY MANAGER SUBJECT: REDUCTION OF ROAD IMPROVEMENT SECURITIES FOR PARCEL MAP 18236 (THE COMMONS), LOCATED ON THE SOUTHEAST CORNER OF CHINO HILLS PARKWAY AND RAMONA AVENUE, ADJACENT TO THE CHINO VALLEY FREEWAY (SR 71) RECOMMENDATION: Authorize the reduction of the road improvement securities associated with Parcel Map dp 18236. BACKGROUND/ANALYSIS: On June 26, 2007, the City Council accepted Parcel Map 18236 and the corresponding Performance and Labor and Material Securities, Parcel Map No. 18236 is located on the southeast corner of Chino Hills Parkway and Ramona Avenue, adjacent to the Chino Valley Freeway (SR 71) in the City of Chino Hills. The boundaries of Parcel Map No. 18236 encompass 49.52 gross acres and include ten (10) commercial parcels. The project is required to construct the median improvements on Chino Hills Parkway from Ramona Avenue to 300 feet west of Monte Vista Avenue. These improvements were included in the bonds accepted by Council on June 26, 2007. Due to the need to relocate the existing SCE transmission lines on the north side of Chino Hills Parkway to accommodate these improvements, an agreement was reached with the City of Chino to allow Opus to deposit funds amounting to 50% of the estimated construction costs of the median improvements with Chino in-lieu of constructing. Any project approved by Chino along this frontage will be conditioned to construct the median to its full width with landscaping, and these funds will be used to cover the costs of the improvements on the Chino Hills side. The estimate of construction for this work has been reviewed and approved by both agencies and Opus shall be required to deposit these funds with Chino prior to the first Certificate of Occupancy for any building.
