BACKGROUND/ANALYSIS: In anticipation of future development activities and Capital Improvement Projects (CIP), staff issued a Request for Qualifications (RFQ) on December 6, 2007 for the purpose of establishing an on-call pre-qualified list of environmental consultants. Establishing this list will assist in expediting the development process by having a list of qualified consultants in place as needed. When a new project requires the preparation of environmental documents, staff will select a qualified consultant from the approved list and return to City Council with a scope of work, a budget and a Professional Services Agreement. Staff received a total of nine responses to the RFQ and invited two additional firms to participate in the selection process based on recommendations. The following are the firms that responded to the RFQ: • BonTerra Consulting • ESA Community Development • Michael Brandman Associates • PCR Services • The Planning Center • RBF Consulting • RGP • Willdan 4P • Ultrasystems • URS Corporation • Applied Planning • h) AGENDA DATE: May 27, 2008 Page 2 -SUBJECT: LIST OF QUALIFIED ON-CALL ENVIRONMENTAL 410 CONSULTANTS After a review of all written proposals it was determined that all the firms had extensive experience in preparing environmental documents and all were invited to participate in the interview process. Based on the review of the written proposals, the interview of all firms, and an extensive reference check, staff has determined that all the firms that participated had the necessary expertise and experience to assist staff with the preparation of environmental documents. In addition, some firms demonstrated a higher level of expertise in certain disciplines, such as biological, which will be taken into consideration when selecting consultants for projects. Based on the complexity of the projects that may have to be processed and the varied expertise of all the consultants, staff is requesting that the City Council approve the placement of all firms on the on-call list. This will provide staff with the greatest flexibility in the use of these resources. REVIEW BY OTHERS: This item has been reviewed by the Finance Director, the City Engineer and the Assistant to the City Manager. FISCAL IMPACT: 410 There is no negative fiscal impact to the General Fund for private developments. The services provided by any on-call environmental consultant will be reimbursed to the City by developers through Trust Deposit Accounts.
