Award a contract to Robert G. Castongia, Inc., in the amount of $597,009 for the Rolling Ridge Water Main Replacement - Phase II Project. 2. Authorize staff to issue a Notice of Award. 3. Authorize staff to accept performance bonds, payment bonds, and proof of OP insurance, and to issue a Notice to Proceed upon receipt and acceptance of such. BACKGROUND/ANALYSIS: On April 8, 2008, the City Council approved the plans and specifications for the Rolling Ridge Water Main Replacement— Phase II Project. Council also authorized staff to solicit bids for construction of the project. On May 8, 2008, 19 bids were received and are summarized as follows: Contractor Amount of Bid 1. Peich, Inc. $ 1,084,901.00 The apparent low bidder, Engineered Plumbing, Inc., contacted the City and requested to withdraw their bid due to a mathematical error that was so large they could not financially cover the loss. After consulting with the City Attorney, staff supports allowing the contractor to withdraw their bid. di/ Staff recommends that the City Council award a contract to the second low bidder, Robert G. Castongia, Inc., in the amount of $597,009. The engineer's estimate was $596,000. Staff checked the references for this contractor and received favorable reports. REVIEW BY OTHERS: This item has been reviewed by the City Attorney, the Finance Director, and the Assistant to the City Manager.
