RICK SALTZ EXECUTIVE SUMMARY The applicant, Mr. Rick Saltz, is requesting approval of Custom Home Design Review No. 354 for a 1,795-square foot, first and second story addition to an existing 1,000- square foot, one-story single-family home, with an attached 460-square foot two-car garage (Exhibit "A"). The project site is located at 3600 Bayberry Drive (see vicinity map on page 2). 4110 RECOMMENDATION Staff recommends that the Planning Commission adopt the attached resolution approving Custom Home Design Review No. 354 based on the findings of facts as listed in the attached Resolution, and subject to the Conditions of Approval. BACKGROUND The project site is located at 3600 Bayberry Drive (See Vicinity Map) within Tract No. 9228, Lot 18. The lot area is approximately 11,114 square feet and is zoned R-S Low Density Residential. The project site is located within a neighborhood of primarily single-story homes (Exhibit "B"). Per Section 16.10.050(A)(2)(a) of the Chino Hills Development Code, any structural additions that are equal to fifty percent or more of the floor area of the existing on-site buildings require the design to be reviewed and approved by the Planning Commission. The existing single-story home consists of 1,000 square feet of livable space and an attached 460-square foot, two-car garage. The proposed addition is a 1,795-square foot, first and second-story addition consisting of a remodeled kitchen, dining room, master bedroom, master bathroom, and a media room. The proposed d- construction of a remodeled kitchen bathroom room, and odeled kitchen and new dining room on the first-storyanda new master bedroom and bathroom, a mediasecond- story story (Exhibit"A"). Meeting Date: May 6, 2008 Page: 3 SUBJECT: CUSTOM HOME DESIGN REVIEW NO. 354—3600 BAYBERRY DRIVE _____ The project plans include a new driveway approach on Astral Street to provide access to an existing recreational vehicle parking area. A wrought iron gate will control access to the rear yard from the proposed second approach. The second drive approach shall be constructed according to City standards and an encroachment permit shall be reviewed and approved by the Engineering Department prior to any work occurring within the public right-of-way (Condition of Approval No. 3). The proposed wrought iron gate will open parallel to the property line, which prevents it from obstructing access or endangering the safety of those using the public right-of-way. To ensure that the proposed gate, and any future replacement, shall not create a hazard to the safety of pedestrians or vehicles, staff has required that any gate used in conjunction with the second driveway shall open parallel to property line (Condition of Approval No. 4). The proposed home is not located within a Planned Development; therefore structure size is within the scope of the Design Review Process. ANALYSIS In accordance with Section 16.10.050 of the Development Code, the applicant has addressed the following design elements: • Building Size & Mass: The proposed project will measure 24'-3" in height. The maximum building height for low density residential is 35'-0", therefore the 4111 proposal meets the building height development standard (Exhibit "A"). The existing and proposed floor area and improvements on the site are detailed below: Existing— First Floor 1,000 sq. ft. Addition — First Floor 423 sq. ft. Addition — Second Floor 1,372 sq. ft. Total Livable Area: 2,795 sq. ft. Existing Two-Car Garage: 460 sq. ft. Total Area (including livable area): 3,255 sq. ft Existing Building Footprint: 1,460 sq. ft. Additional Footprint: 423 sq. ft. Second-Story Overhang: 240 sq. ft. Total Structure Coverage: 2,123 sq. ft. Section 16.10.030 of the Development Code allows 40% maximum lot coverage by structures and 50% maximum coverage by impervious surfaces within the front yard setback. As shown in the table on the following page, the proposal meets the standards for lot coverage. The first-story addition will be primarily located at the rear of the existing house and will not be visible from the front facade, with the exception of a new bay window and entry at the front of the house. The proposed second-story addition will add a new level above the existing house and the new first-story addition, and is setback approximately eighteen feet (18'-0") from the front of the garage. The remodeled home will feature a side-gabled roof with two cross-gables near the center of the front facade providing vertical relief. A balcony with stucco railings provides visual interest at the front of the house. Decorative trim and windows surround the front door and the windows on all of the elevations feature decorative wood trim. The patio roofline, window treatments, second-story deck, and an exterior spiral staircase provide visual interest for the southern elevation, which faces Astral Street. • Unit Placement: The existing home complies with the required setbacks. The architectural style, colors, and materials of the existing home and proposed addition are compatible with the surrounding community. While the homes immediately surrounding the project site are primarily single-story (Exhibit "B"), the surrounding neighborhood is comprised of one and two-story homes. CONDITIONS OF APPROVAL 1. The project construction shall be in substantial conformance with Exhibit "A" as approved by the Planning Commission. No modification to the Site Plan, Design Plan or the Conditions of Approval for the Design Review shall be permitted without the approval of the Director of Community Development or his/her designee. 2. All proposed colors, materials, and finishes of the addition and the existing home shall match. 3. The design and construction of the second driveway approach (on Astral Street) shall conform to the standards and requirements of the Chino Hills Development Code and Engineering Department. An encroachment permit shall be reviewed and approved by the Engineering Department prior to any work within the public right-of-way. • 4. Any gate provided for the driveway approach on Astral Street shall open parallel to the property line so as not to obstruct the public right-of-way (including the sidewalk) and shall be constructed of durable material as required by the Chino Hills Development Code. 5. PC 2008— A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF CHINO HILLS APPROVING CUSTOM HOME DESIGN REVIEW NO. 354 FOR A 1,795- SQUARE FOOT ADDITION TO AN EXISTING 1,000- SQUARE FOOT, SINGLE-FAMILY DETACHED HOME WITH A 460-SQUARE FOOT, TWO-CAR GARAGE AT 3600 BAYBERRY DRIVE THE PLANNING COMMISSION OF THE CITY OF CHINO HILLS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Planning Commission does hereby make the following findings of fact: A. The Applicant, Rick Saltz requested approval of Custom Home Design Review No. 354, for a 1,795-square foot addition to an existing 1,000- square foot, single-family detached home with a 460-square foot, two- car garage at 3600 Bayberry Drive. B. The site is located at 3600 Bayberry Drive, and is legally described as • Assessor's Parcel Number (APN) 1030-251-24 as shown in the latest records of the Office of the Tax Assessor of the County of San Bernardino. C. The property is zoned R-S Low Density Residential and has a General Plan designation of Low Density Residential. D. The project is exempt from the requirement of the California Environmental Quality Act Guidelines pursuant to Section 15301(e) of said Act. The project is an addition to an existing structure. E. The Planning Commission of the City of Chino Hills held a duly noticed public meeting on May 6, 2008, to review and consider the staff report prepared for the project, receive public testimony, and review all correspondence received on the project. SECTION 2. With regard to the request for approval of Custom Home Design Review No. 354, based upon oral and written testimony and other evidence received at the public meeting held for the project, and upon studies and investigations made by the Planning Commission and on its behalf, the Planning Commission does further find as follows: 41. 1 OF 4 IPA. FINDING: The proposed single-family detached residential development is consistent with the General Plan. FACT: The General Plan Land Use Map identifies the project site as Low Density Residential and is zoned R-S Low Density Residential. The proposed addition is consistent with the standards of this district in that it maintains the proper setback requirements, is within the height limitations for residential construction, and does not exceed the allowable lot coverage. B. FINDING: The proposed design and layout of the single-family detached residential development is sufficiently varied to avoid monotony in the external appearance. FACT: The Applicants are proposing to provide a side-gabled roofline on the second-story and two cross-gables near the center of the front façade to provide vertical relief. The proposed addition also includes the construction of two second-story decks with decorative railings and a spiral staircase. Window treatments and an enhanced front entry provide visual interest. 41110 C. FINDING: The proposed design and layout of the single-family detached residential development is in harmony with the appearance of other existing residences in the neighborhood, as well as those found throughout the community. FACT: The color, materials, and design of the proposed addition matches the existing home and are consistent with the colors, materials, and designs of the existing homes within the project area. The mass and scale of the proposed home is also compatible with other homes within the same area. D. FINDING: The plans for the single-family detached residential development have properly implemented the residential design guidelines set forth in the Development Code. FACT: The Applicants have submitted a proposal that complies with the Residential Design Guidelines and has submitted a Custom Home Design Review for approval by the Planning Commission. In addition, the adjacent property owners were notified of the proposed project. SECTION 3. Based on the findings and conclusions set forth above, the dp Planning Commission hereby approves Custom Home Design Review No. 354, subject to the Conditions of Approval dated May 6, 2008, and the Project Plans labeled as Exhibit "A". 2 OF 4 SECTION 4.
