05-13-2008 CC Rpt A21 COUNCIL AGENDA STAFF REPORT CITY CLERK USE ONLY • „ - '%\ Meeting Date: May 13, 2008 Public Hearing: 0 1 ' 'a't C, a :.y Discussion Item: 0 Consent Item • May 6, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: CITY MANAGER SUBJECT: RESOLUTION FOR SUBMISSION OF THE 2008/2009 USED OIL RECYCLING BLOCK GRANT APPLICATION RECOMMENDATION: Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS AUTHORIZING THE SUBMISSION OF THE 2008/2009 USED OIL RECYCLING BLOCK GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD. BACKGROUND/ANALYSIS: The California Oil Recycling Enhancement Act mandates the California Integrated Waste Management Board (CIWMB) to provide annual Block Grants to local governments for establishing and maintaining local collection programs that encourage recycling of used oil. Block Grants are not competitive. The City needs only to submit a completed application and meet the Grant Program's eligibility requirements to receive a grant. To be eligible to receive a Block Grant, the City's used oil collection program must include a public education program that includes informing the public of locally available used oil opportunities, used oil collection for all residents of the jurisdiction, and have at least one certified used oil collection center within the jurisdiction. The City meets all of these requirements and is, therefore, eligible for grant funding. This Used Oil Recycling Block Grants are awarded annually and have terms of three years. The term for the upcoming grant begins on July 1, 2008 and terminates on June 30, 2011. The estimated amount of the grant for Fiscal Year 2003/2004 is $20,000. Respectfully submitted, Recommended by: Va-,,_,.,Zew 71- 7-eAZic.9 La Belle, City Manager /— Kathleen Gotch, Assistant City Manager RESOLUTION NO. 08R- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS AUTHORIZING SUBMISSION OF THE 2008/2009 USED OIL RECYCLING BLOCK GRANT APPLICATION TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD. WHEREAS, the people of the State of California have enacted the California Oil Recycling Enhancement Act that provide for a Used Oil Recycling Block Grant (UOBG) to eligible cities and counties for establishing and . maintaining local used oil collection programs that encourage recycling or appropriate disposal of used oil; and WHEREAS, the people of the State of California have enacted Assembly Bill 1220 (Eastin,1993) that provide Household Hazardous Waste Grants (HHW Grants) to local governments to establish and implement waste diversion and separation programs to prevent disposal of hazardous waste, including household hazardous waste, in solid waste landfills; and WHEREAS, the California Integrated Waste Management Board has been ill delegated the responsibility for administering the UOBG and HHW Grant, which includes procedures governing the application by and payment to eligible cities and counties; and WHEREAS, if awarded, the applicant will enter into a Grant Agreement with the California Integrated Waste Management Board for implementation of said grants. NOW, THEREFORE THE CITY COUNCIL OF THE CITY OF CHINO HILLS DOES HEREBY RESOLVE, DETERMINE, FIND, AND ORDER AS FOLLOWS: SECTION 1. That the City Council of the City of Chino Hills authorize the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California Oil Recycling Enhancement Act and all available Household Hazardous Waste grants for the period of July 1, 2008 —June 30, 2013. SECTION 2. That the City Manager, or his/her designee, of the City of Chino Hills is hereby authorized and empowered to execute in the name of the City of Chino Hills all grant documents necessary to secure grant funds and implement the approved grant project. • 1 of 3
