Approve the plans and specifications for the Eucalyptus Avenue Overlay (East of Litel Elementary School to Bluebell Drive) project. 2. Authorize staff to solicit bids for construction. BACKGROUND/ANALYSIS: Annually, the City budgets funds in the Capital Improvement Program (CIP) for the Street Improvement Program. Staff has developed a project to rehabilitate Eucalyptus Avenue from the eastern limits of Litel Elementary School to the west side of Bluebell Drive. Although the City limit extends east of Bluebell Drive, planned work by the Inland Empire Utilities Agency (IEUA) will impact a portion of Eucalyptus Avenue east of Bluebell Drive. Work within that area is deferred until IEUA's project is complete. The proposed project includes construction of a 3/8-inch Asphalt Rubber and Aggregate Membrane (ARAM) interlayer followed by a 0.12-foot asphalt overlay. In keeping with current practice, ADA accessibility ramps within the limits of the work will also be upgraded to the City's current standards. Staff requests that the City Council approve the project plans and specifications and authorize staff to solicit bids for the Eucalyptus Avenue Overlay (East of Litel Elementary School to Bluebell Drive) project.
