Consent Item ❑ October 4, 2011 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: CITY MANAGER SUBJECT: RENAMING A PARK TO HONOR THOSE THAT HAVE SERVED OR ARE CURRENTLY SERVING IN THE MILITARY RECOMMENDATION: Review and provide direction as appropriate. BACKGROUND/ANALYSIS: At the March 8, 2011 City Council meeting, Mayor Ed Graham stated that several residents have suggested to rename a park to recognize those that have served or are currently serving in the military. Mayor Graham requested that staff look into this matter, which led to a presentation by staff to the Parks and Recreation Commission on April 14 due to their purview over City parks and trails. At the April 14 Parks and Recreation Commission meeting staff introduced the idea of renaming a park site. The Commission requested that staff look at all parks; however, parks to be considered highest priority should be centrally located to the City with high visibility. The Commission felt that a typical neighborhood/pocket park would not be a good candidate as it would not be visible to many in the community. At the August 18 Parks and Recreation Commission meeting staff presented four park options and twelve names to be considered for renaming to recognize those that have served or are currently serving in the military. The Parks and Recreation Commission, by a unanimous vote, supported the renaming of Crossroads Park North, which is located at the corner of Eucalyptus Avenue and Chino Hills Parkway where the Summer Concerts in the Park series is conducted (photo attached). The Commission also agreed with staffs recommendation to let the name of Crossroads Park remain for Crossroads Park South which is located on the corner of Carbon Canyon Road and Chino Hills Parkway. Crossroads Park South includes a rental gazebo, playground, tennis courts, and restroom facility. Note: Crossroads Park North and Crossroads Park South are separated by Avenida De La Flores. /1 l� 1/3l� AGENDA DATE: OCTOBER 11, 2011 PAGE TWO SUBJECT: RENAMING A PARK TO HONOR THOSE THAT HAVE SERVED OR ARE CURRENTLY SERVING IN THE MILITARY The Commission felt that Crossroads Park North met the criteria of being centrally located and highly visible to the community. Other parks presented to the Commission were Grand Avenue Park, Butterfield Park, and Hollow Run Nature Park. The Parks and Recreation Commission also reviewed 12 potential park names for consideration, as follows: Freedom Park Independence Park Liberty Park Armed Forces Park Patriotic Park Patriots Park Patriotism Park Honor and Glory Park Celebration Park Bravery Park Americans Park Stars and Stripes Park The Commission felt it appropriate to provide three names for City Council to consider in case their preferred choice was not agreed upon, On a vote of 3-2, Freedom Park was the preferred name, followed by Patriots Park and Liberty Park. Note: Freedom Park received three votes and Patriots Park received two votes as first choice. The cost to replace the monument sign at Crossroads Park North, if chosen to be renamed, is approximately $20,000 to $30,000. If the City Council would like to see a monument sign and or other amenities to recognize those that have served or are currently serving in the military, staff would return to the Council with ideas, designs, and potential costs as appropriate.
