Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS ADOPTING THE MEASURE I FIVE-YEAR CAPITAL IMPROVEMENT PROGRAM 2. Direct the City Clerk to forward a certified copy of the Resolution, with applicable attachments, to the San Bernardino Associated Governments (SANBAG). BACKGROUND/ANALYSIS: Measure I was approved by San Bernardino County voters in November 1989. It was renewed as Measure 12010-2040 in November 2004. The Measure authorizes the San Bernardino Associated Governments (SANBAG) to collect a one-half of one percent retail transaction and use tax. Revenue from the tax can only be used for transportation improvements and traffic management programs authorized in an Expenditure Plan as set forth in SANBAG Ordinance 89-1. Ordinance 89-1 requires that a multi-year Capital Improvement Plan (CIP) be adopted and updated annually. This plan covers FY 2011-12 through FY 2015-16. SANBAG has conservatively estimated revenue for this five-year period at $5,000,301. Staff is asking the City Council to adopt the Measure I Five-Year Capital Improvement Program, including the detailed Five-Year Spending Plan FY 2011-16, FY 2011-16 Expenditure Strategy and the corresponding resolution. That the City Council hereby adopts the Measure I Five-Year Capital Improvement Program, a copy of which is attached to this Resolution as Exhibit SECTION 2. The City Council adopts the Measure I Expenditure Strategy, a copy of which is attached to this Resolution as "Exhibit "B". SECTION 3. Nix, City Engineer Measure I Revenue Estimate (5 yrs) $5,000,301 909-364-2776 Overprogramming 150% $7,500,452 J Measure 12011-16 Plan-App A 3 EXHIBIT"A" CITY OF CHINO HILLS MEASURE I CAPITAL IMPROVEMENT PLAN FY 2011-16 EXPENDITURE STRATEGY It is the City of Chino Hills' intent to expend Measure I revenue for the following types of projects: • Construction of the City's Annual Street Improvement Program: Overlay and/or slurry seal of specified streets to maintain a high level of pavement trafficability; • Expand capacity on State Route 71 and State Route 142 in conjunction with the State's Department of Transportation (Caltrans); • Make on-going repairs/improvements to the City's sidewalks; • Conduct the Annual Striping Program; • Provide funding to address ADA accessibility issues within the City's public-right- of-way EXHIBIT"B" 8/8
