BACKGROUND/ANALYSIS: On November 20, 1992, the City Council adopted the Road and Drainage Standard Drawings and Specifications. These standards have been in use for nearly twenty years without any revision or update. Since adoption, changes have occurred in development standards, regulations have changed related to the Americans with Disabilities Act (ADA), the inception of NPDES water quality discharge regulations, etc. have all led to the need to update and/or create new standards to comply with these new conditions. On April 26, 2011, and July 12, 2011, City Council approved the first several updates to the Road and Drainage Standard Drawings including Curb and Gutter, Sidewalk, ADA Access Ramps, Commercial and Residential Drive Approaches, standard street sections, symbols, traffic index, trench repair, and general notes. Council also adopted Ordinance No. 242 which allows for additional standards to be updated and implemented with Council approval. Staff will continue updating the road and drainage standards in small groups over the next 12 months and seek Council approval as necessary. This group of standard plan updates includes Asphalt Berm, horizontal design for cul-de-sacs and knuckles, and local depression details for catch basins and curb drains. These standards were presented to the Public Works Commission on September 7, 2011 for review and comment.
