Consent Item: June 1, 2010 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: CITY MANAGER SUBJECT: AWARD A CONTRACT TO ELITE COMPANIES US, INC. FOR CONSTRUCTION OF THE REHABILITATION OF CANYON HILLS ROAD PROJECT RECOMMENDATION: 1. Award a contract to Elite Companies US, Inc,, in the amount of $186,594.52 for Construction of the Rehabilitation of Canyon Hills Road project. 2. Authorize staff to issue a "Notice of Award". 3. Authorize staff to accept the performance and payment bonds, proof of insurance, and issue a "Notice to Proceed" upon receipt and acceptance of such. BACKGROUND/ANALYSIS: On April 20, 2010, the City Council approved the plans and specifications for the Rehabilitation of Canyon Hills Road project. On May 20, 2010, seven (7) bids were received and are summarized as follows: CONTRACTOR BASE BID 1 . Pave West $184,273.25 2. Elite Companies US, Inc. $186,594.52 3. All American Asphalt $196,000.00 4. United Paving Co. 5198,210.42 5. Panorama General Engineering $198,794.35 6. Silvia Construction, Inc. $200,814.15 7. ICE Engineering $208,306.10 Bidders are required to perform at least 50% of the work with their own forces. The apparent low-bidder, Pave West, listed work by subcontractors that totaled more than 50% of the contract work. As a result, Pave West's bid was deemed non-responsive. Staff recommends award of a construction contract to Elite Companies US, Inc. in the amount of $186,594.52. Staff requests authorization to issue a Notice of Award, accept bonds and insurance, and issue a Notice to Proceed as appropriate. FISCAL IMPACT: This project is part of the FY 08-09 Street Improvement project which is included in the FY 2009-10 Capital Improvement Program budget.
