A09-89 WITH SANDOVAL PIPELINE ENGINEERING, INC. FOR CONSTRUCTION OF THE LOS SERRANOS INFRASTRUCTURE IMPROVEMENTS PHASE 1B — STORM DRAIN RECOMMENDATION: Approve Change Order No. 2 to Agreement No. A09-89 with Sandoval Pipeline Engineering, Inc., in the amount of $102,105.46. BACKGROUND/ANALYSIS: On December 8, 2009, City Council awarded a contract to Sandoval Pipeline Engineering, Inc. in the amount of $671,465. On January 13, 2010, construction of the proposed storm drain in Valle Vista Drive from Del Norte Avenue to Los Serranos Boulevard commenced. On February 23, 2010, the Council approved Change Order No. 1 in the amount of $30,216.50. During the course of construction and uncovering utilities, Sandoval Pipeline Engineering discovered conflicts with an existing 8-inch and 16-inch water main and an 8-inch sewer main which are in the way of the proposed alignment storm drain box conduit. The locations and depths of these facilities were not shown accurately on the as-built plans, and therefore, they were not identified as required work to be done in the contract document. Staff has re-designed and re-aligned the conflicting 16-inch water main and 8-inch sewer main. The following additional work has been identified as required changes: a. Lower the existing 16-inch water main where it conflicts with the proposed storm drain box conduit (cost not-to-exceed a total lump sum amount of $23,994.89). b. Construct a sewer drop manhole and re-route the existing 8-inch sewer main where it conflicts with the proposed storm drain box conduit (cost not-to-exceed a total lump sum amount of $44,212.72), c. Re-route and connect the 8-inch water main to eliminate conflict with the proposed reinforced concrete box storm drain conduit (cost not-to-exceed a total lump sum amount of $3,347.85). /97 AGENDA DATE: March 9, 2010 Page 2 SUBJECT: CHANGE ORDER NO. 2 TO AGREEMENT NO. The recent torrential rains contributed to the rising of groundwater levels resulting in wet soil conditions which required the replacement of pipe bedding materials. The following additional work has been identified: d. Change storm drain pipe bedding material (cost per linear foot is a not-to-exceed amount of $13.00/LF with anticipated 2,350 linear foot of pipe trench for a total not-to- exceed cost of $30,550). Staff has reviewed the contractor's submitted costs for extra work and is requesting the City Council approve Change Order No. 2 to Agreement No. A09-89 with Sandoval Pipeline Engineering, Inc. in the amount of $102,105.46.
