BACKGROUND/ANALYSIS: The City's hydropneumatic Pump Station No. 1 contains 2 pumps located at Reservoir No. 12. Approximately 12 homes in this area rely on direct feed from this pump station for water supply. This pump station has been experiencing frequent failures due to the age of the electric controls. During 2009, the Public Works Department received ten customer complaints of no water or extremely low pressure as a result of pump station failures at this location. Additionally, on six occasions during routine inspections, staff discovered that the pumps had failed due to electrical issues. There is no telemetry (SCADA) equipment at this site to notify staff of pump failures. Pump failures are discovered only by customer complaints or routine inspection. A&B Electric, the vendor under contract that maintains electrical controls at this facility, recommended replacement of the panel and all components. In the past, the contractor has been successful in locating new and used replacement parts, however the parts are no longer made, and are increasingly difficult to locate. Any available surplus parts would be used and well beyond normal life expectancy. This issue can no longer be resolved through maintenance and surplus used part replacement. Due to the number of complaints and severity of water outages, staff deemed this issue to be an emergency repair situation.
