Discussion Item: ❑ OFFICE OF CITY CLERK Consent Item: CHINO HILLS January 5, 2010 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: CITY MANAGER SUBJECT: QUITCLAIM OF SEWER SYSTEM AND EASEMENT TO THE CITY OF MONTCLAIR AND OTHER RELATED ITEMS RECOMMENDATION: 1. Approve an appropriations budget amendment in the amount of$50,000 from the Sewer Utility Fund reserves to the Sewer Utility Fund Capital Outlay. 2. Execute the attached Quitclaim Deed to the City of Montclair for a sewer system and associated easement. BACKGROUND/ANALYSIS: When the City of Chino Hills incorporated, it acquired a sanitary sewer system and easement originally reserved for the use and benefit of San Bernardino County Service Area No. 70Q. This system provides sewer service to the Peachwood Mobile Home Park and several residences along Cannary Row, just east of the mobile home park. All the service addresses are north of Phillips Boulevard and east of East End Avenue, in unincorporated San Bernardino County. This area falls within the sphere of influence of the City of Montclair. In late 2007, a developer constructed a sewer main in Phillips Boulevard for the benefit of the City of Montclair. The City of Montclair subsequently agreed to take responsibility for sewer service for the Peachwood Mobile Home Park and Cannary Row residences, subject to the City of Chino Hills constructing the connection of the existing sewer line to the Montclair sewer line and then quitclaiming the City of Chino Hills' sewer system and easement in its favor. The quitclaim encompasses roughly 12,100 linear feet of sewer line and 68 associated manholes. Staff has been coordinating with the maintenance staff for the City of Montclair in anticipation of the transfer. A section of 8-inch sewer line measuring roughly 690 linear feet was identified as somewhat deteriorated and required remediation. Staff issued a notice inviting bids using the informal bid process to reline the impacted area. A contract was awarded shortly before the December holiday break, and the relining work is expected to be completed by the end of January. fi 1/ AGENDA DATE: January 12, 2010 Page 2 SUBJECT: QUITCLAIM OF SEWER SYSTEM AND EASEMENT TO THE CITY OF MONTCLAIR AND OTHER RELATED ITEMS Staff has prepared a separate notice inviting bids using the informal public works bidding process for the construction of the sewer connection. That work will commence subject to approval of the quitclaim by the City Council. Staff is asking the City Council to approve the necessary quitclaim for the sewer easement. Subject to Council's approval, the quitclaim will be forwarded to the City of Montclair for acceptance and then forwarded to the County for recordation. REVIEW BY OTHERS: This agenda item has been reviewed by the City Attorney, the Finance Director and the Public Works Director. FISCAL IMPACT: This activity requires an appropriations budget amendment in the amount of$50,000 from the Sewer Utility Fund reserves to the Sewer Utility Fund Capital Outlay.
