' Public Hearing: ❑ts 2011 FEB 15 AN 9: 10 Discussion Item: OFFICE OF CITY CLERK Consent Item: CHINO HILLS February 15, 2011 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: CITY MANAGER SUBJECT: AMENDMENT TO THE CAPITAL IMPROVEMENT PROGRAM TO INCLUDE THE REHABILITATION OF CHINO HILLS PARKWAY PROJECT AND OTHER RELATED ITEMS RECOMMENDATION: 1. Amend the Capital Improvement Program (CIP) to include the Rehabilitation of Chino Hills Parkway project. 2. Approve an appropriations budget amendment in the amount of$520,700 from the Traffic Congestion Relief(TCR) fund to the Rehabilitation of Chino Hills Parkway project. 3. Approve an appropriations budget transfer in the amount of$477,400 from the FY 09-10 Street Improvement Project to the Rehabilitation of Chino Hills Parkway project. 4. Approve the plans and specifications for Rehabilitation of Chino Hills Parkway project. 5. Authorize staff to solicit bids for construction. BACKGROUND/ANALYSIS: The City receives TCR funds on an intermittent basis. These funds are derived from Proposition 42 (sales tax on gas tax) and must be expended by the end of the second fiscal year in which they are received. The City received $322,700 in June 2010 which must be expended by June 30, 2011. There are approximately $198,000 in funds received this fiscal year which also have a limited expenditure window. Staff proposes to create a new CIP project to rehabilitate Chino Hills Parkway between Carbon Canyon Road and Grand Avenue. The project would be funded through a combination of TCR funds and project savings from another street improvement project. The proposed project entails construction of a 3/8-inch Asphalt Rubber and Aggregate Membrane (ARAM) interlayer followed by a 0.12 foot Asphalt Rubberized Hot Mix (ARHM) overlay. This treatment is similar to work performed on Peyton Drive between Chino Hills Parkway and Woodview Road with very good results. AGENDA DATE: February 22, 2011 Page 2 SUBJECT: AMENDMENT TO THE CAPITAL IMPROVEMENT PROGRAM TO INCLUDE THE REHABILITATION OF CHINO HILLS PARKWAY PROJECT AND OTHER RELATED ITEMS The use of rubberized asphalt products makes the project eligible for grant reimbursement through the California Department of Resources Recycling and Recovery (CalRecycle) RAC program. Staff is pursuing this grant opportunity, with a potential reimbursement in excess of $100,000. Staff is asking that the City Council approve an amendment to the CIP and authorize the recommended appropriations transactions to provide $998,100 in project funding. In addition, staff is asking the City Council to approve the project plans and specifications and authorize staff to solicit bids for the Rehabilitation of Chino Hills Parkway project. FISCAL IMPACT: This action requires an amendment to the CIP and appropriations transactions as identified in the "recommendations" portion of this report.
