BACKGROUND/ANALYSIS: The Chino Hills 55+ Club is moving forward with their efforts to facilitate Bingo at the McCoy Equestrian and Recreation Center Barn on Thursdays between the hours of 10:00 a.m. and 3:00 p.m. The 55+ Club has satisfied the process of securing a Bingo license with the City. The 55+ Club expressed their concerns over the unanticipated City user fees for the use of the McCoy Equestrian and Recreation Center Barn. At this time, the group is requesting that fee be waived in order to begin offering Bingo to seniors in the community. Section 3.3.1 of the Administrative Policy: Use of McCoy Equestrian and Recreation Center for Bingo, adopted by the City Council on May 12, 2015, states that "in addition to obtaining a bingo license, any group hosting a bingo event will pay the current facility rental rates associated with their user group classification, per the current Master Schedule of Fees." Note: The Senior User Group rate is $32 per hour, which is consistent with all Chino Hills Non-Profit user group fees for the McCoy Equestrian and Recreation Center Barn. A letter received by the City from the 55+ Club states that they have received a donation of$10,000 for the exclusive purpose of paying for equipment and the first few months of supplies. In order to stay "competitive" with other cities and organizations currently offering Bingo, they plan to conduct 10 games each week, sell a packet of Bingo card sheets for $5.00 each set; $3.00 for each additional set; a payout of at least $50 per game; and participation from 50 players each week. Ultimately, the goal of the Club is to share the proceeds with other Chino Hills charities. REVIEW BY OTHERS: This item has been reviewed by the City Attorney. ENVIRONMENTAL REVIEW: This proposed action is exempt from review under the California Environmental Quality Act (California Public Resources Code §§ 21000, et seq., "CEQA") and CEQA regulations (14 California Code Regulations §§ 15000, et seq.) because it constitutes an organizational or administrative activity that will not result in direct or indirect physical changes in the environment.
