01-12-2016 CC Rpt A09 COUNCIL AGENDA STAFF REPORT CITY CLERK USE ONLY Meeting Date: January 12, 2016 RECEIVED 4v0 - Public Hearing: ❑ 'JAN 0 4 2016 CVIyof ' Discussion Item: ❑ City of Chino Hills Chino Hills Consent Item: City Clerk's Department January 5, 2016 TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS FROM: CITY MANAGER SUBJECT: ADOPT RESOLUTION FOR THE EVALUATION AND IMPLEMENTATION OF ENERGY EFFICIENCIES AT CITY FACILITIES RECOMMENDATION: Adopt a resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS DECLARING SUPPORT FOR AN ENERGY PARTNERSHIP BETWEEN SOUTHERN CALIFORNIA EDISON COMPANY, SOUTHERN CALIFORNIA GAS COMPANY, AND SAN BERNARDINO ASSOCIATED GOVERNMENTS, TO BE KNOWN AS SAN BERNARDINO REGIONAL ENERGY PARTNERSHIP. BACKGROUND/ANALYSIS: The Public Works Department operates and maintains 359,879 square feet of facilities throughout the City. Over the past several years, Staff identified projects and maintenance systems for better energy efficiency. These projects include the grant- funded LED lighting replacements, HVAC efficiency improvements, and building automation. Improving the energy efficiency of government facilities not only improves the City's commitment to a green-friendly environment, but also helps to reduce operating costs, making additional funds available to be used in other areas. Staff has set a goal to qualify for the Leadership in Energy and Environmental Design for Existing Buildings certification and also obtain an Energy Star Certification within the next five years. There are many programs and resources available from utility providers and private enterprises, which will allow the City to identify opportunities, provide community energy efficiency outreach programs and retrofit municipal facilities with energy efficient technologies. The San Bernardino Regional Energy Partnership is sponsored by San Bernardino Associated Governments (SANBAG) in partnership with local agencies, Southern California Edison Company (SCE), and Southern California Gas Company (SoCalGas). Through this partnership, the City will receive technical, financial and resource support to achieve City-wide sustainability goals. There is no cost to join and the City is under no obligation to the partnership. Staff is recommending that Council approve the partnership between local agencies, SCE, SoCalGas, and SANBAG, to be known as San Bernardino Regional Energy Partnership. The Partnership goals include: 1. Increase energy efficiency in local government facilities ▪ Enables local governments to lead by example by making their own facilities energy efficient ® Helps with municipal facility audits to identify retrofit opportunities 2. Support the CA Long Term Energy Efficiency Strategic Plan • Helps to meet AB32/greenhouse gas reduction goals o Provides CPUC regulatory guidance 3. Support/promote investor owned utilities core programs • Uses the full range of integrated demand-side management programs and services, including energy efficiency rebates for residential and business customers, demand response programs, and solar training and rebates. Partnership benefits include: 1. SCE providing higher incentive levels compared with core programs and rewards with increasing incentives based on performance 2. Reduction in operational costs and utility bills 3. Technical assistance support 4, Collaboration in marketing, education, and community outreach 5. Coordination of So Cal Gas/SCE Core Programs and Services 6. Support in strategic planning activities 7. Recognition of partners for their achievements Energy savings are realized in a number of ways by updating and/or retrofitting appliances, equipment, and fixtures that use natural gas and/or electricity. Over time, equipment becomes outdated and inefficient. By replacing old and inefficient equipment, the City will save in energy cost. In addition, there are opportunities to apply for rebates from the various utilities for installing new, qualifying equipment. REVIEW BY OTHERS: This item has been reviewed by the City Engineer. WHEREAS, the City Council of the City of Chino Hills (Council) representing the participating City of Chino Hills supports "energy efficiency" initiatives, policies and construction standards in order to ensure that our communities follow and encourage sustainable practices; and WHEREAS, local demand for electricity has grown, and it is expected that demand for electricity will continue to grow in the near future to support a growing population and economy, and WHEREAS, citizens and businesses spend significant amounts for energy, it makes economic sense and good public policy to encourage energy efficiency in City facilities and our community; and WHEREAS, energy efficiency programs enhance our environment by improving air quality, reducing greenhouse gases and other pollution, and conserving natural resources; and WHEREAS, it is vital for our community to keep spending locally and to encourage innovations in the way we behave, build, and incorporate energy into our everyday business and personal lives; and WHEREAS, there is a growing movement within California communities and businesses to improve everyday practices and create more sustainable and "greener" cities; and WHEREAS, the communities comprised of the San Bernardino Regional Energy Partnership seek to promote innovative methods and state-of-the-art technologies used in the design and construction of new residential and commercial buildings within the region, in order to bring energy and natural resource consumption in line with our sustainability goals; and WHEREAS, San Bernardino Associated Governments (SANBAG) has been identified by the participating partnership jurisdictions to enter into one agreement with Southern California Edison Company (SCE) and another agreement with Southern California Gas Company (SoCalGas) on their behalf to represent them and implement the activities of the participating jurisdictions of the San Bernardino Regional Energy Partnership; and 1 of 4 141/147 WHEREAS, San Bernardino Regional Energy Partnership brings together the City of Chino Hills, SCE, SoCalGas, and the other member agencies in a cooperative program to promote energy efficiency, regional sustainability goals, and collaboration; and WHEREAS, the City of Chino Hills has confirmed that our goals are consistent with the programs identified in SCE and SoCalGas' proposed Local Government Partnership programs. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHINO HILLS DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. That the above recitations are true and correct. SECTION 2. That the City of Chino Hills supports the mission of the San Bernardino Regional Energy Partnership. SECTION 3. That the City of Chino Hills supports a commitment to sustainable practices through energy efficiency, and will provide leadership and guidance in promoting, facilitating, and instituting such practices in the region. SECTION 4. That the City of Chino Hills supports and endorses the San Bernardino Regional Energy Partnership as an effective method to help meet long-term regional economic and environmental goals. SECTION 5. That the City of Chino Hills will name one or more individuals to the San Bernardino Regional Energy Partnership working group that will review progress regularly with SCE and SoCalGas. SECTION 6. That the City of Chino Hills with the assistance of SCE, SoCalGas and other member agencies will identify energy efficiency programs and projects within municipal facilities and support implementation of community energy efficiency and sustainability goals within the City of Chino Hills. SECTION 7. The City Clerk shall certify as to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this day of , 2016.
