05-28-2019 CC Rpt 17COUNCIL AGENDA STAFF REPORTCOUNCIL AGENDA STAFF REPORT TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS DATE: MAY 28, 2019 FROM: CITY MANAGER ITEM NO:17 SUBJECT:INTERSECTION OF WILLIAMS AVENUE AND AVERY STREET - STOP SIGN RECOMMENDATION: Approve the establishment of a stop sign on Williams Avenue at its intersection with Avery Street. BACKGROUND/ANALYSIS: At the February 12, 2019 City Council meeting, an Avery Street resident requested a stop sign be established at the currently uncontrolled "T-Intersection" of Williams Avenue and Avery Street (Exhibit A). The resident stated that vehicles, traveling east on Williams Avenue, drive fast through the intersection and often do not stop or yield to traffic on Avery Street, which is a through street. The resident further stated that there have been several near misses and recently, a vehicle crashed into a front yard and knocked down a wrought iron fence and a block wall. In accordance with the California Manual on Uniform Traffic Control Devices, a stop sign may be installed at an intersection if the normal right of way rule would not be expected to provide reasonable compliance by motorists. On March 13, 2019, the City's Traffic Safety Committee thoroughly vetted this matter and agreed that establishing a stop sign for the eastbound approach on Williams Avenue at Avery Street should enhance traffic safety at the intersection. The City's Public Works Commission also reviewed this matter on April 3, 2019 and supported moving the item to the City Council for their consideration and approval. ENVIRONMENTAL (CEQA) REVIEW: The project has been determined to be exempt as a Class 1(c) Categorical Exemption (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. FISCAL IMPACT: The cost of the materials needed for the installation of the stop sign will be approximately $300, which is available in the FY 2018-19 Streets budget.
