A2016-172 WITH WILLDAN FINANCIAL SERVICES RECOMMENDATION: Approve Amendment No. 1 to Agreement No. A2016-172 with Willdan Financial Services increasing the total not-to-exceed amount from $110,650 to $553,250. BACKGROUND/ANALYSIS: On September 13, 2016, the City Council authorized Agreement No. A2016-172 with Willdan Financial Services for Special District Administration services for the City's Assessment Districts, Community Facilities Districts, Landscape and Lighting Districts and Special Maintenance Districts. While the original staff report clearly recommended an "annual base amount" for the agreement in the amount of $110,650, the agreement itself stated the total not-exceed amount as $110,650. It should have identified the total not-to- exceed amount as $553,250 to account for all five (5) years of the agreement costs. In order to correct this error, and provide clarification on the agreement compensation amount, staff is recommending Amendment No. 1 to agreement A2016-172 increasing the total not-to-exceed amount from $110,650 to $553,250. ENVIRONMENTAL (CEQA) REVIEW: This action is not a project within the meaning of the CEQA Guidelines Section 15378 and is therefore exempt from CEQA as it will not result in any direct or indirect physical change in the environment and does not involve an irrevocable commitment of resources by the City of Chino Hills to the activity because it constitutes an organizational or administrative activity. It is therefore exempt from CEQA. Any future action that constitutes a project will be reviewed for compliance with CEQA. FISCAL IMPACT: There is sufficient funding in the Finance - Development Program and the Landscape and Lighting operating budgets to cover the Fiscal Year 2018-19 cost of the Willdan Financial Services agreement. Future agreement costs will be budgeted for in the appropriate fiscal year. There is no impact to the General Fund with this item. 97/131 REVIEWED BY OTHERS: None.
