RE: TEMPORARY SIGNS IN THE PUBLIC RIGHT OF WAY (ROW) In May 2018, City staff initiated the "Temporary Single Exhibition Event Signs" permit process. The process, which is authorized by Municipal Code Section 16.38.043, allows realtors to submit online applications for permits to place "Open House" or similar temporary signs on specified areas of the public ROW. Permitted signs can remain in the ROW only during weekends and designated holidays. To date, 936 temporary sign permits have been issued. On average, City staff issues between 10 to 20 temporary sign permits per week. Enforcement of the Temporary Single Exhibition Event Sign code and permit process began in December of 2018. To date, 139 separate violations were recorded by Code Enforcement staff resulting in the removal of 445 signs. On average, 12 signs are removed per week. On the permitting side, the process has gone relatively smooth, although staff has identified improvements that would streamline the process. On the enforcement side, the process has required substantial staff time, and staff has identified a number of ways to improve the enforcement process. Planning and Code Enforcement staff will be working together to recommend modifications to improve the Temporary Single Exhibition Event Sign code and permit process. These recommendations will be submitted to the Planning Commission and then to the City Council later this year.
