Approve Warrants and Wires over $25,000 for period of May 30 through June 12, 2019 in amount of $3,354,714.84 10. Authorize execution of three-year agreement with NOCRA dba North Orange County Referee Association, in amount not -to -exceed $519,120, including two, one-year renewal options to provide officiating services for the Adult Soccer Program 11. Award bid and contract to CDM Constructors, Inc., in amount of $899,994 for Supervisory Control & Data Acquisition System Upgrade project and authorize City Manager to approve cumulative change orders up to 10 percent ($89,999.40) of awarded contract amount 12. Adopt resolution to approve design and plans, authorize staff to solicit bids, and determine that project is exempt from review under California Environmental Quality Act for Los Serranos Safe Routes to School (West) and Trail Improvements Project 13. Authorize execution of Amendment No. 7 to Agreement No. A2014-049 with West Coast Arborists, Inc., decreasing annual amount for Fiscal Year 2019-20 from $903,020 to $205,000 and extending termination date to September 30, 2019 14.
