CM2019-014 <br /> eib <br /> //A <br /> MEMORANDUM <br /> DATE: MARCH 20, 2019 <br /> TO: MAYOR AND CITY COUNCIL MEMBERS <br /> FROM: KONRADT BARTLAM, CITY MANA <br /> RE: PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 7A - <br /> CONDITIONAL USE PERMIT 18CUP03 - HL HARMONY WELLNESS CENTER AT <br /> 5817 PINE AVENUE <br /> At their meeting on March 19, 2019, the Planning Commission (Commission) resumed the <br /> public hearing for the proposed massage service at HL Harmony Wellness Center. The <br /> public hearing was continued from December 4, 2018, and continued again on December <br /> 18, 2018, to allow the applicant to clarify the room that would be used to provide massage <br /> services and to obtain further documentation demonstrating the project's conformance to <br /> the massage use performance standards specified in the Chino Hills Municipal Code. The <br /> proposed massage services would be offered in one room of the existing wellness center, <br /> which currently provides beauty and personal wellness care services, including skincare <br /> and facials, nail services, hair styling, and acupuncture. <br /> The Commission discussed with staff the Conditions of Approval and massage <br /> establishment performance standards stipulated in the Chino Hills Municipal Code. <br /> Addressing the applicant, the Commission inquired whether the applicant had reviewed <br /> and understood the Conditions of Approval and performance standards. Kelly He, <br /> representing the applicant, affirmed that they had reviewed the project documents and <br /> agreed to abide by the applicable requirements. <br /> There were no speakers who wished to comment on the project.
