DATE: JANUARY 31, 2019
C a
4 O&aaqa
MEMORANDUM
TO: HONORABLE MAYOR AND CITY CO NCIL
FROM: KONRADT BARTLAM, CITY MANA
RE: HOMELESS COUNT
CM2019-004
The Department of Housing and Urban Planning (HUD) requires that Continuums
of Care conduct an annual count of sheltered and unsheltered homeless persons,
referred to as the Point -in -Time count. Each count is planned, coordinated, and
carried out locally. The Point -in -Time count data provides critical feedback about
the nature and needs of persons experiencing homelessness in their areas. This
year's Point -in -Time count occurred on Thursday, January 24.
The deployment team arrived at 6:00 a.m. and was in the field until about 8:30
a.m. The team included two City Staff (1 from Community Services and 1 from
Code Enforcement) and two deputies.
Contact was made with four people, all adults. None had children with them, but
one had a dog. One individual refused to answer any of the survey questions,
but were still included as part of the count. Contact was made at four different
locations: the open space behind BevMo, outside the medical center on Los
Serranos Country Club, behind Smart & Final, and walking in the street in the Los
Serranos area.
If you have any questions regarding staff's efforts, please contact Alma
Hernandez in Community Services at (909) 364-2717.
KB:JM:ah
