CM2018-086 PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 7CC* G�C4;01, //4 DATE: December 19, 2018 MEMORANDUM CM2018-086 TO: MAYOR AND CITY COUNCIL MEMBERS FROM: KONRADT BARTLAM, CITY MANAGES,' RE: PLANNING COMMISSION ACTION REGARDING AGENDA ITEM 7C - CONTINUED PUBLIC HEARING: APPEAL OF THE COMMUNITY DEVELOPMENT DIRECTOR'S DECISION DENYING SITE DEVELOPMENT PERMIT NO. 18SDP07, AN APPLICATION FOR AN AFTER -THE -FACT SITE DEVELOPMENT PERMIT FOR CHAIN-LINK FENCING AROUND THE CLOSED VELLANO GOLF COURSE At its meeting of December 18, 2018, the Planning Commission denied the Appeal of the Community Development Director's decision denying Site Development Permit No. 18SDP07, an application for an after -the -fact Site Development Permit for chain-link fencing around the closed Vellano Golf Course. On September 14, 2018, Rick Adams, on behalf of WGP Vellano LLC ("applicant" and "appellant"), applied for a Site Development Permit No. 18SDP07 to authorize approximately 8,493 linear feet of installed chain-link fencing around the perimeter of the closed Vellano Golf Course along with an additional 9,200 linear feet of chain-link fencing continuing around the perimeter of the golf course. The City's Project Review Committee, which includes the Community Development Director, reviewed the application and, on October 8, 2018, the Community Development Director issued a written decision denying the application for Site Development Permit No. 18SDP07. On October 22, 2018, the applicant appealed the Community Development Director's decision to the Planning Commission. At the public hearing held on November 20, 2018, and at the continued public hearing held on December 18, 2018, the Commission heard testimony from the appellant's attorney, as well as many members of the public, mostly residents of the Vellano development, including the President of the Vellano Homeowners Association. The Planning Commission voted unanimously to deny the appeal.
