CM2018-084 RHNA 6TH CYCLECM2018-084 DATE: December 11, 2018 MEMORANDUM TO: MAYOR AND CITY COUNCIL MEMBERS FROM: KON RADT BARTLAM, CITY MANAG6 RE: REGIONAL HOUSING NEEDS ASSESSMENT (6T" CYCLE) Southern California Association of Governments (SCAG) is in the process of developing the 6th cycle Regional Housing Needs Assessment (RHNA) allocation plan, which will cover the planning period October 2021 through October 2029. SCAG expects to provide the RHNA allocations to each county and city within its region by August 2019. Each jurisdiction will then have the opportunity to review and comment on their respective allocations. SCAG expects to adopt a final RHNA a location plan by jurisdiction in October 2020. The RHNA will allocate each jurisdiction a "fair share" of housing units by income group (from extremely low income to above moderate income). The fair share will consider the statewide housing shortage and allocate units to jurisdictions based on a regional demographic model that considers existing housing supply, population and household characteristics, and available land. Our staff has provided SCAG with detailed land use information describing Chino Hills' existing housing stock and the City's near build -out status for inclusion in the regional model. To ensure the City remains part of the RHNA process, Councilmember Marquez and the Community Development Director are participating in monthly RHNA subcommittee meetings through which RHNA policy and methodology will be reviewed.
