Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, APPROVING THE DESIGN AND PLANS FOR THE CONSTRUCTION OF THE FAIRWAY BOULEVARD PAVEMENT REHABILITATION PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6 2. Adopt a Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, ADOPTING A BUDGET AMENDMENT FOR FISCAL YEAR 2018-19 ADJUSTING VARIOUS FUNDING SOURCES FOR THE FAIRWAY DRIVE BOULEVARD REHABILITATION PROJECT AND LOWER LOS SERRANOS STREET LIGHT IMPROVEMENT PROJECT BUDGET BY $250,000. 3. Authorize staff to solicit bids for construction. 4. Determine the project to be exempt from review under California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et. seq. ("CEQA") pursuant to Section 15301 of CEQA Guidelines. BACKGROUND/ANALYSIS: The Fairway Boulevard Pavement Rehabilitation Project ("Project"), between Yorba Avenue and Pomona-Rincon Road (Exhibit A), is included as a part of the approved Fiscal Year 2018-19 Capital Improvement Program (CIP). Staff has completed the construction plans and specifications for the Project. The work includes removal and reconstruction of deteriorated pavement sections, grind and overlay asphalt pavement, striping and adjusting of utility manholes. Staff is requesting approval of the plans and specifications for this project as well as authorization to advertise the project for construction. The engineer's cost estimate for construction is $185,940. ENVIRONMENTAL (CEQA) REVIEW: The project has been determined to be exempt as a Class 1(c) Categorical Exemption (Existing highways and streets, sidewalks, gutters, bicycle and pedestrian trails and similar facilities), pursuant to Section 15301 of Guidelines for the California Environmental Quality Act of 1970, as amended, Public Resources Code Section 21000 et seq. 410/454 FISCAL IMPACT: There will be no impact to the General Fund. With adoption of this Resolution, the project funding source will be changed to Community Development Block Grant (CDBG) to meet the spending goals of the City's CDBG program. E., Director of Public Works 411/454 RESOLUTION NO. 2018R - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHINO HILLS, CALIFORNIA, APPROVING THE DESIGN AND PLANS FOR THE CONSTRUCTION OF THE FAIRWAY BOULEVARD PAVEMENT REHABILITATION PROJECT PURSUANT TO GOVERNMENT CODE SECTION § 830.6 WHEREAS, on June 12, 2018, the City Council of the City of Chino Hills adopted Resolution No. 2018R-032 approving the Fiscal Year 2018-19 budget for the City and the Capital Improvement Program; and WHEREAS, the Capital Improvement Program provides for the Fairway Boulevard Rehabilitation Project to be completed; and WHEREAS, the budget shown for said improvement is $250,000. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHINO HILLS DOES HEREBY RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. That the City Council does hereby make the following findings of fact: A. The City Engineer oversaw the preparation of the plans for Construction of the Fairway Boulevard Rehabilitation project ("Project") from Yorba Avenue to Pomona-Rincon Road. B. The City Engineer has determined that these plans and specifications are complete and that construction of the project may begin. C. The City Council wishes to obtain the immunities set forth in Government Code § 830.6 with regard to the plans and construction of the project. SECTION 2. Design Immunity; Authorization. A. The design and plans for the Project are determined to be consistent with the City's standards and are approved. B. No construction work on the Project has commenced. C. The City Engineer, or designee, is authorized to act on the City's behalf in approving any alterations or modifications of the design and plans approved by this Resolution. 1 of 3 412/454 D. The approval and authorization granted by this Resolution is intended to avail the City of the immunities set forth in Government Code § 830.6. SECTION 3. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF CHINO HILLS DOES RESOLVE, DETERMINE, AND ORDER AS FOLLOWS: SECTION 1. Budget Adjustment No. 19B013 is hereby approved as reflected on Exhibit No. 1, attached hereto. SECTION 2. The City Clerk shall certify to the adoption of this Resolution.
