CM2018-050 WHAT'S DEVELOPINGM City of Chino CM2018-050 DATE: July 24, 2018 MEMORANDUM TO: Honorable Mayor and City Council FROM: Konradt Bartlam, City Manag RE: WHAT'S DEVELOPING Here is a summary of the latest development activities being processed by the Community Development Department. Habitat for Humanity The Community Development Department is currently working with Habitat for Humanity (Habitat) to transfer ownership of two City -owned residential lots located on Fairway Drive for the development of two affordable single-family homes. The development of these two homes will be part of Habitat's Veteran Build Program. The program is Habitat's national initiative to provide housing solutions, as well as volunteer and employment opportunities, to income -qualified US Veterans, military service members, and their families. Per Section 16.10.050 of the City's Municipal Code, the proposed homes are subject to architectural review via the City's Design Review process. Habitat recently submitted Design Review Applications for each lot; staff anticipates bringing these projects before the Planning Commission in September 2018. Once approved, Habitat can move forward with submitting the required construction documents for approval and permit issuance. Construction may begin early 2019. The Shoppes A number of new businesses have been moving into The Shoppes. A summary of these new businesses are as follows: • Century 21 Award (formerly Intero Real Estate Services) - Suite 260 • Joe Bueno Taqueria Lab (formerly Mano a Mano) - Suite 3080 • Baked Dessert Bar (formerly Doliccissmo) - Suite 3010 • Sugar Blossom Lashes (formerly Solstice) - Suite 4045 • Miniso (formerly Aeropostle) - Suite 5065 • Sephora (formerly Loft) - Suite 5040 July 24, 2018 CM2018-050 Page Two Hillcrest URdate The Hillcrest project, being developed by Woodbridge Pacific Group (WPG), has four model homes open to the public. WPG has completed homes through Phase 4, which total 28 homes. Currently, Phase 5 is under construction, with all but one home sold in the first 5 Phases. There are 9 phases in total. To enhance access to its development, WPG has been working on a proposal to install a traffic signal at Carbon Canyon Road and Canyon Hills Road. This proposal has received preliminary approval from Caltrans. WPG is currently working on the design for both the traffic light and intersection. Final design will be subject to City and Caltrans review and approval. Chino Hills Business Park (Formerly known as Heritage Professional Centerl The Heritage Professional Center was approved by City Council on January 22, 2008, to allow the construction of approximately 235,000 square feet of a mix development commercial center located on Pomona Rincon Road, directly south of The Rincon project. The approval was for a two-story medical office building; four, one-story medical office buildings; a hospital; three retail buildings; a hotel option; and, included a Development Agreement to allow the rezoning to General Commercial. Due to the market shift in recent years, the owner has submitted an application to amend the site plan uses and Development Agreement to contain the following uses: • 13 one-story office buildings ranging from 6,000-18,500 square feet; • Two, one-story warehouse buildings ranging from 10,000-23,000 square feet; and, • Two retail buildings and a hotel. Staff is currently reviewing the proposed entitlement amendments and will begin preparing the environmental review for the proposal in the upcoming months. Accessory Dwelling Units On November 28, 2017, the City Council adopted Ordinance No. 321 to regulate accessory dwelling unit (ADUs) in residential zoning districts. In conformance with state law, this ordinance established ADUs and efficiency ADUs as permitted uses within all single-family residential zoning districts and established development standards to govern their placement and design. Since the adoption of the ordinance, four ADU projects have been submitted to the Community Development Department for plan review; one of which has been withdrawn. As of yet, no building permits have been issued for the construction of an ADU project. Staff anticipates that a building permit will be issued for the first ADU within the next month.
