CM2018-038 CHAPARRAL ELEMENTARY SCHOOL CROSSWALKDATE: June 7, 2018 MEMORANDUM TO: Honorable Mayor and City Co cil FROM: Konradt Bartlam, City Man e RE: CHAPARRAL ELEMENTARY SCHOOL CROSSWALK CM2018-038 At the May 22, 2018, Council meeting, a Los Serranos area resident requested an uncontrolled marked crosswalk at the Chaparral Elementary School's easternmost driveway (at the curve connecting Bird Farm Road with Pomona Rincon Road). As noted by the Public Works Director at the meeting, the location could not be supported as it would create an unacceptable safety hazard to the crossing -public. However, the Director noted that a more appropriate location had been identified, which could be implemented after the construction of the Los Serranos Park is completed. The resident wasn't satisfied as the construction's completion is not anticipated until approximately spring 2019. It is beneficial to note that the Engineering Division has had several communications with this resident over the past five months; has performed a traffic study, including several site reconnaissance trips, collision history, sight visibility, traffic volumes, speed surveys, etc. Upon concluding that this location cannot be supported, they identified an alternate location, which is approximately 200 feet southerly of the location originally requested. The new location was subsequently reviewed by the City's Traffic Safety Committee (Committee) on May 9, 2018, and received conditional support. The Committee recommended delaying the project until the completion of the Los Serranos Park in order to avoid conflicting movements between pedestrians and construction equipment. This information was shared with the resident on May 17. Following are highlights of the proposed actions in order to improve pedestrian safety for this community: • Design a crosswalk approximately 200 feet south of the school's Pomona-Rincon easterly driveway (to maximize pedestrians' safety and address crosswalk visibility as motorists negotiate the curve). • Restrict approximately 160 feet of curbside parking on the west side of Pomona Rincon Road (between the easterly driveway of the school and the main entry to the future park). June 7, 2018 Page Two CM2018-038 • Establish a no -parking zone for 130 feet on the east side of Pomona Rincon Road (across from the school and in front of the vacant lots). • Add one more "No Stopping, 7 to 9 AM; 2 to 4 PM" sign closer to the intersection of Bird Farm and Pomona Rincon Road. This road segment is already delineated as a no -parking zone. • Replace the 30 MPH yellow (advisory) speed limit sign at the (northbound) curve with a regulation 25 MPH sign. • Move the existing 35 MPH sign located just south of the easterly driveway to a location southerly of the proposed crosswalk. Therefore, extending the 25 MPH zone farther south, past the school. Staff and I also had an opportunity to visit the site and discussed the potential to implement a crosswalk sooner. We believe that staff has expended significant time and effort (including the Traffic Safety Committee) in regards to concerns raised and, providing the City does not receive opposition from the school in regards to the proposed approach (including the proposed reduced parking), the crosswalk may be installed much sooner, possibly by the start of the school year.
