CM2018-032 TEMPORARY SINGLE EXHIBITION EVENT SIGNSCM2018-032 DATE: May 17, 2018 MEMORANDUM TO: Honorable Mayor and City Cou cil FROM: Konradt Bartlam, City Mana RE: TEMPORARY SINGLE EXHIBITION EVENT SIGNS IN THE PUBLIC RIGHT OF WAY — APPLICATION PROCESS The City's newly adopted Temporary Single Exhibition Event Sign Ordinance will go into effect on Thursday, May 24, 2018. The Ordinance allows for limited temporary signs in limited portions of the public right-of-way subject to a permit. In anticipation of the Ordinance's effective date, Community Development and IT staff have been putting together a web -based application process. Staff's intent is to make the process as user-friendly as possible while providing the City the information needed to make the permitting process a success. Staff will reaching out to the community and local realtors to let them know that the permit process will soon be available and providing them the attached flyer describing the process. KB:JL:ssr Attachment Community Development Department 14000 City Center Dr., Chino Hills, CA 91709 (909) 364-2740 Fax (909) 364-2795 www.chinohills.org TEMPORARY SINGLE EXHIBITION EVENT SIGNS IN THE PUBLIC RIGHT OF WAY - REQUIREMENTS Temporary Single Exhibition Event Signs (Signs) in the public right -of way (ROW) must obtain a permit through the City of Chino Hills Community Development Department prior to placement. A Single Exhibition Event is defined as a specific time when members of the public are invited to a private residential property within the City of Chino Hills for the purpose of socializing, viewing and/or engaging in sale or lease transactions, including, without limitation, events such as a real estate open house, holiday open house or similar activity. PLACEMENT, LOCATION & SPACING OF SIGNS IN THE PUBLIC ROW Placement: Signs shall be placed only in the landscaped portion of the public street parkway, and shall be prohibited in public ROW medians, tree wells, sidewalks or any other location where the City determines the sign may cause a safety hazard or interfere with vehicular or pedestrian movement including, but not limited to, the movement and accessibility of persons with disabilities. Signs must be attached to a wire, wood or similar post, or A -frame and placed securely in the ground on a landscaped or other permeable ground surface of the public street parkway. Placement by any other manner or on light poles, utility poles, fire hydrants, permanent signs or sign poles, or any other public equipment or facility is prohibited. Location: Signs cannot be within fifty (50) feet of the comers at the following intersections: 1. Grand Avenue & Boys Republic Drive 2. Carbon Canyon Road & Canyon Hills 3. Soquel Canyon Parkway & Pomona Rincon Road 4. Chino Hills Parkway & Pipeline Avenue 5. Carbon Canyon Road & Chino Hills Parkway 6. Grand Avenue & Peyton Drive 7. Soquel Canyon Parkway & Butterfield Ranch Road 8. Peyton Drive & Eucalyptus Avenue 9. Chino Hills Parkway & Peyton Drive 10. Chino Avenue & Peyton Drive 11. The maximum height for each sign shall not exceed four (4) square feet. Number of Signs Permitted (Per Event); The maximum number of signs is fifteen (15) per event. Duration of Placement (Per Event): Signs in the public ROW shall be displayed only during the event and only on Fridays, Saturdays, Sundays, observed Memorial Day and observed Veterans Day between the hours of 7 a.m. and 6 p.m. PROCESS FOR OBTAINING A SIGN PERMIT Prior to the submittal of an application for sign permits within the public ROW the applicant must first register with the Community Development Department via the City's website. Once registered, the applicant will receive a registration number that must be provided during sign permit process. The applicant registration is valid for a period of one year from the date the registration is complete. Sign permits can be obtained by submitting an application through the Community Development website. Applicants shall apply for sign permits a minimum of four (4) working days prior to the event. Any application received after 3:00 p.m. will be processed the following working day. The sign permits are valid for a period of six months from the date of issuance and must comply with all other regulations for single exhibition event signs. DISPLAY OF PERMIT (PER EVENT) The permit must be adhered to the face of each sign. Alternately, the applicant may display his/her business card in place of the permit provided the business card contains the applicant's name, contact phone number, location of the event, and permit number. Please note: This process does not apply to signs associated with yard sales. Please contact Code Enforcement at (909) 364-2757 for further information. Nor does this process apply to political signs, please refer to Chino Hills Municipal Code Section 16.38.046 for specific information. Any signs placed in the public ROW without a permit or in violation of this Code section may be removed by Code Enforcement and will not be returned.
