CM2018-028 WHATS DEVELOPINGDATE: May 2, 2018 MEMORANDUM TO: Honorable Mayor and City Council FROM: Konradt Bartlam, City Mana e RE: WHAT'S DEVELOPING CM2018-028 Here is a summary of the latest development activities being processed by the Community Development Department. Founders Chino Hills Construction continues at the Founders project, a 76 -dwelling unit residential development located at the former City Hall site on Grand Avenue and Founders Drive. The project consists of 38 duplex -style homes with private side and rear yard open space, a common recreation area, private streets, and landscaped, manufactured slopes. Residents have moved into the first phase (six units) of the project and the City recently released occupancy for the second phase (eight units). Thirty-four dwelling units are currently under construction. Trumark Homes is reporting strong interest and sales for the project. Santa Barbara Building permits have been issued for all residential units and the commercial shell buildings at the Santa Barbara project. The mixed-use project consists of 324 residential apartment units and 15,700 square feet of retail/restaurant space located at the 27.13 - acre former Higgins Brick Yard property located on the southeastern side of Soquel Canyon Parkway between Pomona Rincon Road and Butterfield Ranch Road. The first phase of the residential project, approximately 24 dwelling units, will be completed and available for resident occupancy in mid-May. The models are open to the public and available for viewing. Completion of the commercial shell buildings is projected by early June; tenant improvement plans have been approved for Starbucks and Nekter, which can begin construction once the shell buildings have been completed. May 2, 2018 CM2018-028 Page Two Lago Los Serranos Construction of 38 dwelling units and a recreation center is underway at the Lago Los Serranos project. The project consists of 95 townhome-style condominium dwelling units on approximately 8.06 acres located south of Bird Farm Road, west of Ramona Avenue, and east of Country Club Drive. The models are nearly complete and are anticipated to open once street and perimeter improvements are complete. The developer reports significant interest in the initial offering of the townhomes for sale with a number of the units pre -sold, and is preparing to pull permits for an additional 36 dwelling units in the near future. Crossings at Chino Hills The Crossings at Chino Hills is a 346 multi -family residential apartment units project on 36.92 acres located on the northeast corner of Fairfield Ranch Road and Monte Vista Avenue, east of the SR -71 Freeway. The project site will consist of 18 apartment buildings of 1-3 bedroom units, a 4,077 -square foot clubhouse and a 563 -square foot maintenance building. These apartments will be market rate and the developer anticipates leasing apartments in Summer 2018. The models are open to the public and available for viewing. Harkins Theater Harkins Theater, within Crossroads Entertainment Center, has submitted a Conditional Use Permit application for onsite sales of beer, wine, and liquor. The proposal will include a bar area directly to the left just beyond the main entrance and will feature tables and chairs for patrons. In addition to the proposed alcohol sales, Harkins will be expanding their food menu for the concession stands which will include but not limited to pizza, nachos, hot dogs, chicken tenders, etc. Vila Borba Master Planned Community In February 2018, Lennar purchased CalAtlantic Homes. Lennar is continuing to build out the remaining homes for the Vila Borba Tracts for Planning Areas 1-3. On March 6, 2018, the Planning Commission granted a two-year extension for Planning Area 4. The proposed changes for Planning Area 4 would lower density and reduce the allowable residential units on the property from 280 to 162 units, and separate review and approval would be required by the Planning Commission and City Council. The Shoppes Limericks Irish Gastropub is operating in the evenings and weekends and they plan to hold their grand opening Saturday June 2, 2018. Sephora will be located in the suite formerly occupied by LOFT and they are currently undergoing tenant improvements. May 2, 2018 CM2018-028 Page Three Gordon Ranch Marketplace On March 6, 2018, Planning Commission approved an amendment to the 24 -tenant suite interior remodel of the existing vacant anchor space within Gordon Ranch Marketplace located at 2569 Chino Hills Parkway. The amendment will eliminate a total of 18 tenant suites within the anchor space to accommodate a youth basketball training facility and children's recreation area. The amendment will maintain six tenant suites along the anchor space frontage for retail and restaurant uses. The youth basketball training facility will provide organized developmental training from ages 3 to 17 years of age, and will host league tournaments on Saturdays and Sundays. The facility will also feature a children's recreation play area that will include soft play equipment and other amenities. The applicant anticipates submitting tenant improvement plans in May 2018 and operating by the end of 2018 calendar year.
