NOTABLE COMMERCIAL DEVELOPMENT: The Rincon Commercial Center — Update (Formerly the Golden Triangle) Approved by the Planning Commission last year, The Rincon is a 157,100 -square foot freeway commercial center at the northwest corner of Soquel Canyon Parkway and Pomona Rincon Road. Marriott Townplace Suites is currently under construction and two retail pads anticipate beginning construction in the upcoming months. The applicant has recently submitted an application to amend the approved Site Plan to make the following changes: • Replace approved 60,000 -square foot medical office building with 60,000 - square foot, 4 -story, 120 room express hotel; • Add a 31,500 -square foot, 3 -story office building for professional office uses; • Add a 6,500 -square foot medical office building for an MRI user; and • Parcel out the property for condo map purposes for each building and include one common area lot for shared parking. CEQA environmental review has been initiated as part of the amendment. December 18, 2017 Page Two CM2017-104 Kiddie Academy Daycare Center One of the new uses for The Rincon Commercial Center is the Kiddie Academy, a daycare facility that received a Conditional Use Permit by the Planning Commission on October 3, 2017. Kiddie Academy is part of a nationwide chain of daycare facilities. Within The Rincon Center, it will occupy a 9,786 -square foot space, with 12,600 -square foot play area. The daycare's hours of operation will be from 6:30 a.m. to 6:30 p.m., and is currently approved to care for children between infant ages up to age five. Bow Tie Suits is a new men's clothing store that will occupy the former Jem's Nail and Beauty Bar (Suite 3060,). Sephora is a makeup, skin care, fragrance store that offers classic and emerging brands and it will be located in the former Ann Taylor Loft store (suite 5040) and Mano a Mano is a new Mexican restaurant that will occupy the former Fuzziwiggs candy store '(Suite 3080). Farou Foods Egyptian Restaurant Construction of the Farou Foods Egyptian restaurant at The Commons at Chino Hills was delayed for a time, but has now resumed. The approximately 5,945 -square foot restaurant has been designed to reflect Egyptian architecture, including a stone veneer fagade and cast statues. The restaurant will be located adjacent to the multi -tenant building occupied, in part, by Orange Theory Fitness. The developer has indicated that the installation of the statues is anticipated to begin in late December or early January. The following elevations generally depict the exterior design of the Farou Foods restaurant: Elevation facing the parking area The statues depicted on this elevation are intended to simulate the facade of the Abu Simbel Temple of Queen Nefertari and represent Queen Nefertari and King Ramses II (the most powerful pharaoh of the Egyptian Empire and also known as Ramses the Great). December 18, 2017 Page Four Elevation facing the parking area behind Hobby Lobby (visible from northbound SR -71) CM2O17-104 This elevation is intended to simulate the fagade of the Abu Simbel Temple of King Ramses II. Ramses is seated with his hands flat on his knees, bare -chested, wearing the royal kilt and the double crown of united Egypt on his head. Elevation facing SR -71 freeway and the Ramona Avenue off -ramp This elevation is the same as the elevation facing the parking area. The lower wall contains representations of the Egyptian gods and goddesses Hathor (on the columns), Isis, Sekhmet, Anubis, and Osiris (from left to right). NOTABLE RESIDENTIAL DEVELOPMENT: Vila Borba Master Planned Community The Vila Borba single-family community consists of three tracts. The first tract, Tract 15989, has 183 single-family homes and 5 -acre Vila Borba Park with Dog Park. Most of this tract is completed and sold. A total of 11 building permits remain to be issued. The models and sales office will remain open until completion of the remaining two tracts, Tracts 16413 and 16338. Tract 16338 has 149 single-family homes with a public trail staging/parking area located across the street from the Vila Borba Park. A total of 97 building permits have been issued for this tract that will offer the same residential products as Tract 15989. Tract 16413 has been approved for 149 single-family units. No building permits have been issued for this tract at this time. The fourth of the Vila Borba tracts was approved for development of 5 acres of commercial and 280 multi -family residential units. CalAtlantic has submitted a Specific Plan application to change the use to 68 row townhomes and 94 detached condominiums. CEQA environmental review of this application has been initiated as part of the application. Bristol Lane (Trumark Homes) Building permits have been issued for more than half of the 149 -dwelling units within the Bristol Lane project on Soquel Canyon Parkway. The table below illustrates the progress of construction of the development. The developer has reported strong sales for the project. The project consists of 38 duplex -style homes with private side and rear yard open space, a common recreation area, private streets, and landscaped, manufactured slopes. Building permits have been issued for 18 -dwelling units, including the three model units, which are projected to open in late January. Jade Tree Jade Tree at Vista Bella is an eight phase, 65 -unit townhome project on the southwest corner of Butterfield Ranch Road and St. Gaudens Drive. The design of the project consists of nine, three-story residential buildings. The units consist of three and four bedroom units ranging in size from 1,735 square feet to 1,767 square feet. Primary access will be provided via Butterfield Ranch Road with a secondary gated emergency access only provided via St. Gaudens Drive. All eight phases have been issued building permits and three phases have been issued cgrtiflcates of occupancy. Models are currently open and 20 units have been sold. NOTABLE CODE CHANGES: Accessory Dwelling Units (ADUs) To reflect recent changes in state law, the City recently updated its Accessory Dwelling Units (ADUs) Ordinance, which will become effective on December 28, 2017. ADUs were previously referred to as "second dwelling units" or "granny flats." Consistent with state law, the new ordinance allows ADUs within an existing single-family residential structure. ADUs constructed as an attached or detached structure will be permitted only on single- family residential properties of at least 10,000 square feet in lot area, with additional limitations depending on the slope of the property. The ordinance also clarifies the definition of guest houses.
