CM 2017-020 <br /> c � c/(le <br /> h <br /> Chino Hills <br /> MEMORANDUM <br /> DATE: February 27, 2017 <br /> TO: Honorable Mayor and City Co ncil <br /> 'I <br /> FROM: Konradt Bartlam, City Mana -r \ <br /> RE: DEVELOPMENT PROJECTS IMPACTING TRAFFIC IN BUTTERFIELD <br /> RANCH -ESTIMATED COMPLETION DATES INFORMATION <br /> The development projects along Soquel Canyon Parkway, Butterfield Ranch Road and <br /> Pomona Rincon Road have impacted local travel and caused much concern among our <br /> citizenry. We are aware that you are being contacted by our residents on a regular basis <br /> regarding the timing of traffic-impacting work within these roadways. In addition, <br /> questions occasionally arise regarding the status of adding an exclusive right turn lane <br /> on the Route-71 southbound off-ramp at Soquel Canyon Parkway. <br /> We have prepared the attached exhibit, which provides a glimpse of the estimated <br /> completion dates for the developments noted in this area. The on-site construction <br /> (within the tracts) completion dates are separated from the dates of construction within <br /> public right of way, which directly affects traffic in the area. Although the dates have <br /> been confirmed with the contractors/developers, we believe that they are subject to <br /> change, depending upon any unforeseen challenges. In addition, there will be periods <br /> within each project of no activities within the roadways. Staff will continue to monitor <br /> the roadway conditions and will strive to minimize the impacts on our residents. <br /> In regard to adding an exclusive right turn lane on the Route-71 southbound off-ramp at <br /> Soquel Canyon Parkway, developments in the area are required to pay their fair share of <br /> the approximated $350,000 cost of the improvements. To date, $113,615 has been <br /> collected from three of the five developments. The fourth (Rincon) is anticipated to pay <br /> $104,300. The fifth's fair share (Trumark) has yet to be calculated and collected. <br /> Although the General Plan anticipates full build-out in the year 2035, the actual <br /> implementation of the improvements at this location will occur much sooner. Public <br /> Works will endeavor to include this project in the Fiscal Year 2018-19 Capital <br /> Improvement budget and may complete the planning, design and construction by the <br /> end of the following budget year. <br /> KB:NM:ssr <br /> Attachment <br />
